Sr Officer, Monitoring, Evaluation, Accountability and Learning (MEAL)

Hiring Salary Range: $60,000 – $68,900

About this Opportunity

Join our dynamic Programs team as a Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer and play a pivotal role in shaping gender transformative MEAL systems at Canadian Feed the Children (CFTC). Reporting to the Director of Gender and MEAL, you’ll be instrumental in designing, implementing, and refining our monitoring and evaluation frameworks to accurately track project progress and outcomes, ensuring our commitment to locally led development is effectively supported. This vital position involves close collaboration with CFTC’s country offices and partners both in Canada and internationally, facilitating evaluations, research studies, and leveraging data to foster organizational learning and decision-making. You’ll bring your expertise to support the integration of innovative technologies and methodologies, enhancing the effectiveness of our MEAL activities. Areas of Responsibility

Quality MEAL Framework and Systems

  • Contribute to the design and implementation of monitoring, evaluation, accountability and learning frameworks to ensure quality programs. This may involve identifying indicators, developing data collection tools, and working in collaboration with country offices and partners to support MEAL activities.
  • Coordinate and support the review of output and outcome data in partner reports in collaboration with country offices, monitoring project activities against established indicators and targets.
  • Provide technical assistance, training, and support for Country Offices.
  • Contribute to organizational learning through the design and implementation of processes and systems to facilitate more effective sharing of program results, approaches and lessons learned throughout the organization. 
  • Under the Guidance of the Director and in collaboration with program’s team, support segments of the strategic and annual plans related to global MEAL and Gender Equality initiatives, supporting their effective execution.

Evaluation and Studies

  • Support the identification and assessment of challenges within programs, in order to strengthen activities.
  • Coordinate and support the design and implementation of project specific evaluations and studies which could include logistic planning, developing data collection tools, and analyzing data.
  • Contribute to cross-departmental initiatives and projects, providing MEAL perspectives and ensuring alignment with overall organizational objectives.

Data Aggregation, Analysis and Visualization

  • Process, analyze and aggregate data (qualitative and quantitative) across projects to generate high quality insights to support project learning, decision making and donor reporting.
  • Responsible for collation and visualization of data to ensure dissemination for key project learning internally.
  • Prepare and disseminate M&E reports, dashboards and presentations to communication findings externally.
  • Present reports and provide recommendations to enhance processes, systems, and initiatives. 
  • Explore and integrate innovative technologies and digital tools to enhance the efficiency and effectiveness of MEAL activities.

Program Planning and Support 

  • Support the review of annual program plans to ensure quality monitoring and evaluation plans are complete.
  • Collaborate with other team members to support resource development, proposal writing, and program planning and development as required. 
  • Support research and advocacy initiatives, contributing to the organization’s thought leadership and external engagements.
  • Support the integration of gender equality strategies into funding proposals, ensuring alignment with donor requirements and enhancing community-led initiatives.
  • Contribute to a culture of continuous learning and improvement among staff and partners through regular MEAL training and development opportunities.

Other duties as assigned.

  • Assist in various projects as directed by senior management, ensuring adherence to organizational policies and contributing to the MEAL budgeting process and monitoring.

Requirements:

  • Educational Background: Possession of a College Diploma or Bachelor’s degree in a relevant discipline, or equivalent combination of education and experience. 
  • Professional Experience: A minimum of 3-4 years of on-the-job experience in monitoring and evaluation of programs. 
  • Understanding of Program Cycles: In-depth experience with the key processes involved in program monitoring and evaluation.
  • Experience managing data sets: Experience coordinating data entry and ensuring data quality. 
  • Analytical Abilities: Strong capabilities in monitoring, reviewing, synthesizing, evaluation and analyzing program data. 
  • Data Visualization: Experience creating data visualization, particularly with PowerBI would be an asset.
  • Attention to Detail and Decision-Making: Exceptional focus on detail, adept at managing conflicting priorities, managing ambiguous and confidential information, and making sound decisions.
  • Communication Skills: Excellent ability to communicate complex concepts to varied audiences, coupled with strong interpersonal skills to foster a commitment to gender equality among staff, partners, and external stakeholders.
  • Diversity and Inclusion: Familiarity with anti-racism principles and their application in international development, along with a commitment to diversity, equity, inclusion, decolonization, anti-racism, and anti-oppression principles, including demonstrated cultural knowledge and sensitivity. 
  • Software: Experience using data analysis software, Power BI, or data management systems an asset
