To strengthen transnational solidarity for the advancement of CSE programming and implementation by sharing innovations and best practices, and advancing collective advocacy in the face of growing opposition to gender justice, LGBTQIA+ rights, and sexual and reproductive health and rights.

The HCS, ECC and IAWG have compiled a half-day pre-conference event focused on the interlinking of increased climate change and crisis on sexual and reproductive health and rights. We will commence with a panel of experts, providing background and current evidence on this topic. We will move into collaborative working groups and conclude with a path forward for ongoing collaboration between these groups in ensuring access to quality reproductive health in some of the most challenging settings.

Join the ICFP 2025 Power Shifting Pre-Conference and be part of a transformative gathering that’s unpacking and co-creating solutions to systemic inequities in sexual and reproductive health and rights. This action-oriented event brings together diverse stakeholders-from community organizations and youth advocates to policymakers and donors-to center historically marginalized voices, including locally-led SRHR organizations, LGBTQI+ communities, sex workers, refugees, and people living with HIV. Through interactive dialogues, knowledge-sharing sessions, and collaborative workshops, participants will move beyond discussion to co-create tangible commitments that reshape global SRHR policies, funding, and programming.

PATH’s showcase event on November 3 will celebrate national success stories from countries that have rapidly scaled self-injection access and highlight private sector momentum and a new generic option. WHO supports partners and ministries of health (MoH) to accelerate quality and rights-based family planning (FP) services within the broader frameworks of the Sustainable Development Goals (SDGs), Universal Health Coverage (UHC) and the WHO 14th Global Programme of Work. It leads global efforts in sexual and reproductive health and rights by driving research, setting standards, and promoting ethical, rights-based approaches. This contributes specifically to the attainment of SDG targets 3.1, 3.7 and 5.6, and that right based quality family planning remains at the heart of FP programmes.

In this pre-conference session, in the morning WHO will launch the updated Medical Eligibility Criteria (MEC), Selected Practice Recommendations (SPR) Guidelines, new guidance on scaling up postpregnancy FP, Social behavioral change and task sharing in FP. You will hear the experiences from the Bottleneck Analysis (BNA) conducted in over 20 countries with partners to support scaling up of evidence-based FP interventions, under The WHO FP Accelerator Plus Project. The afternoon session will focus on research updates on Scaling Up of Self-Administered Injectable Contraception (DMPA-SC), Impact of family planning on women’s health and socio-economic empowerment and the Global study on male contraception.

In the face of a global reproductive health funding crisis, innovative, future-ready solutions that elevate local leadership and unlock domestic resources are more urgent than ever. As donor investments decline and demand for services rises, bridging the gap between local governments and global funders is essential to building resilient, country-led systems that last. This pre-conference convenes mayors, government leaders, donors, global health experts, and private sector partners to explore how locally led financing and data-driven governance can safeguard and scale reproductive health and integrated primary healthcare. 

Participants will reflect on The Challenge Initiative’s (TCI) eight-year journey, highlighting how a coaching-driven, government-owned model has empowered more than 200 cities across Africa and Asia to lead, fund, and sustain their own health programs. Through panels, real-world case studies, and an interactive walk-through, we’ll explore what’s working, where challenges remain, and how cross-sector collaboration can close the RH investment gap. From mayors bridging budget shortfalls to private sector innovations advancing equity, this session charts a bold path forward towards resilient, country-led systems, where ownership is the foundation, not the afterthought.

La République Démocratique du Congo organise une session thématique sur la planification familiale (PF) dans un contexte de ressources limitées et de défis sécuritaires. L’événement mettra en avant les progrès réalisés vers les engagements nationaux, tout en présentant les stratégies de mobilisation de ressources additionnelles et les modèles d’offre de services de PF adaptés aux situations d’urgence et à la CSU. The Opening Ceremony of ICFP 2025 will set the stage for this historic gathering in Bogotá, Colombia-the first time the conference is hosted in Latin America. Anchored in the theme “Equity through Action: Advancing Sexual and Reproductive Health and Rights for All”, the ceremony will bring together global leaders, policymakers, advocates, and youth voices to highlight shared commitments to advancing SRHR. With remarks from distinguished dignitaries and an inspiring program that reflects the region’s leadership and diversity, the Opening Ceremony will signal the start of four transformative days of dialogue, innovation, and collective action.

It will be a call to action-welcoming all participants to come together in solidarity, confront opposition, and work to accelerate progress. The ceremony will also spotlight global commitments and achievements in family planning and SRHR, setting a powerful tone for the conversations and collaborations to follow.

Evidence shows that investing in girls is not only a moral imperative but also one of the smartest economic choices, with the potential to unlock trillions in returns. 7 a.m. to 8:30 a.m.: The Right to Health: The gateway to accelerating action on SRHR and Maternal Health

While the global SRHR movement has made significant strides, the Right to Health – enshrined in international law – remains underutilized as a framework for protecting and promoting sexual and reproductive health and rights, including maternal health. In many contexts, SRHR is treated as a political priority or public health goal, without firmly anchoring it in the legally binding obligations that states carry under the Right to Health. This event seeks to address this gap and offer tools for effective SRHR advocacy through a rights-based lens, emphasizing equity, accountability, and access towards greater government ownership of and leadership in facilitating the Right to Health.

7 p.m. to 9 p.m.: Unprotected: Stories of family planning in emergencies

An estimated 72 million women and girls of reproductive age currently require humanitarian assistance, including access to contraception. Although countries experiencing humanitarian crises represent just 13% of the global population, they account for 58% of maternal deaths, 39% of newborn deaths, 41% of stillbirths, and 25% of the global unmet need for family planning.

To elevate these critical issues, the International Rescue Committee, the Inter-Agency Working Group on Reproductive Health in Crises (IAWG), and the ICFP Humanitarian Sub-committee will host a dedicated side event on the evening of Tuesday, 4 November. This session will spotlight neglected emergencies, share lessons learned from the humanitarian responses, and engage participants in vital conversations about how to ensure access to SRHR services for the world’s most vulnerable populations. This event is particularly timely in an era marked by escalating financial, political, and social instability where the traditional approaches to SRH are no longer viable.

7 p.m. to 9 p.m.: Caring for yourself, caring for each other: self-care as a lever of empowerment

Self-care is now considered one of the most promising approaches to improving individuals’ physical and mental health and well-being. Self-care interventions in sexual and reproductive health (SRH) create the conditions for women to exercise greater control and improve access to care for those who are most distant from it.

In this context, this event will explore the value of self-care approaches as a lever for empowerment. It will also seek to understand self-care as a feminist and political practice that goes beyond the mere pursuit of individual well-being.

The aim will be to share the experiences of women working in the field who are involved in NGOs and working with populations that are particularly distant from healthcare. Through examples of projects implemented in France, Niger, and Côte d’Ivoire, we will address the challenges and successes of innovative interventions, integrated throughout the continuum of SRH care: self-awareness, self-testing, and self-care approaches. Finally, participants will also be invited to experiment with innovative methodologies for reclaiming the body and anatomical knowledge through the educational game Oh Woman! or by participating in an autogynecology workshop.

7 p.m. to 9 p.m.: Beyond the Numbers: Building a culture of data for family planning

High-quality, reliable data is the foundation of smart family planning policy and programming. But too often, evidence does not translate into action. As the family planning ecosystem faces new pressures and opportunities, the question is: how do we ensure data drives real decisions that improve lives?

This session brings together senior government leaders from Africa (to be announced), Aparajita Ramakrishnan (Director of Family Planning, the Gates Foundation), and global innovators to explore how data can shape the future of family planning. Aparajita will share how the Gates Foundation is embedding a culture of evidence-based decision making, while government leaders will speak to how they are putting that ethos into practice in policy and programs.

You will hear cutting-edge perspectives from Sema Sgaier, who is advancing predictive AI modeling, and James Blanchard who is working closely with governments to deliver granular supply-side data they can act on. Together, the panel will offer a rare inside look at how governments, donors, and researchers are converging to build resilient, country-owned systems – and what it will take to turn evidence into lasting impact.

7 p.m. to 9 p.m.: Medical professional secrecy in the context of abortion and obstetric emergency care

This panel explores the persistent challenges to medical confidentiality in Latin America and the Caribbean, with a focus on reproductive health. Although legal protections for patient privacy exist, breaches of medical secrecy frequently occur in cases involving abortion and obstetric emergencies, often resulting in the criminalization of both patients and healthcare providers.

Drawing on findings from two studies conducted in Peru and Chile under the Health Without Fear initiative, as well as the landmark Manuela v. El Salvador ruling by the Inter-American Court of Human Rights, the panel seeks to foster regional dialogue among healthcare professionals. It will examine how breaches of confidentiality erode trust in health systems and contravene international human rights obligations.

Panel objectives include reflecting on the ethical imperatives of medical secrecy, evaluating current practices across the region, and promoting the application of international human rights standards to healthcare settings. The panel will be conducted by Profamilia-Colombia and the Health Without Fear Initiative, in collaboration with the O’Neill Institute at Georgetown University.

As donor support for family planning (FP) and reproductive health (RH) declines, governments are stepping forward to ensure sustainable financing that goes beyond commodities. The challenge now is how to fund the full package of needs-service delivery, health workforce, demand generation, and routine systems-while keeping access equitable and reliable.

This session will feature the launch of CHAI’s new FP Market Impact Memo, a data-driven look at how financing, supply, and service delivery are shifting across countries. Following the presentation of headline findings, government leaders from Ethiopia, Kenya, Nigeria, Uganda, and Zambia will share their perspectives on challenges, progress, and what is needed to enable a sustainable future.

7 a.m. to 8:20 a.m.: Catalysts for Change: Launch of the GTA Toolkit for gender equality and climate resilience

As the world navigates the growing and interconnected crises of climate change, it becomes increasingly clear that these impacts are not experienced equally. Climate change is not gender neutral. Its consequences deepen pre-existing social and gender inequalities, disproportionately affecting women, girls, and marginalized communities, particularly in low- and middle-income countries. The cascading effects of environmental degradation and extreme weather events, from droughts and floods to food insecurity and displacement, compound the vulnerabilities faced by women and girls.

Pakistan and Bangladesh stand at the forefront of the global climate crisis, consistently ranked among the most climate-vulnerable countries in the world. Despite differences in geography and socio-economic realities, both nations face escalating environmental challenges that threaten the wellbeing of millions and jeopardize hard-won development gains. Both countries are contending with the social consequences of climate change, particularly its disproportionate impact on women, children, and marginalized communities. Health risks, disrupted livelihoods, and displacement have deepened vulnerabilities, placing additional strain on already fragile public services.

In recognition of these intersecting challenges, the Gender Transformative Approaches (GTA) Toolkit has been developed under the Takeda-funded Advancing the Leadership of Women and Girls Towards Better Health and Climate Change Resilience project. Designed as a practical and actionable resource for family planning, reproductive health, and climate resilience practitioners, this toolkit equips policymakers, program implementers, and advocates with evidence-informed strategies to challenge harmful gender norms, shift power imbalances, and create enabling environments for gender equity.

The Population Institute and Afrobarometer are hosting a side event, “African Perspectives on Sexual and Reproductive Health,” at the November International Conference on Family Planning in Bogota, Colombia, to share the latest findings from a recent Afrobarometer sexual and reproductive health survey. The results from 38 countries surveyed over a 20-month period show that Africans strongly support women’s autonomy regarding when to get married and the number of children to have, as well as sex education in schools. Perspectives vary across countries surveyed, however, on access to contraceptives and support for abortions. The side event is an opportunity to engage attendees in a discussion of the findings and their implications for reproductive health policy and advocacy in Africa.

Panelists from BBC Media Action, the Center on Gender Equity and Health, and Population Media Center, joined by youth leaders in the field will share insights on effective media approaches, co-creation and storytelling, and emerging evidence on what works in advancing AYSRH outcomes. Pathways uses a vulnerability approach to population segmentation, grouping households based on their health vulnerabilities. The open, digital platform provides reliable women-centered data, research-backed insights, intuitive tools, and customized technical support to partners so they can quickly take action to improve family planning and other health outcomes.

Since 2019, Pathways has been used to more precisely and intentionally forecast, resource, design, and evaluate holistic health solutions in over twenty projects in seven countries, with more to come. Pathways is led by Sonder Collective and funded by the Gates Foundation.

This side event, hosted by the Self-Care Trailblazers Group, seeks to position self-care as an innovative solution to strained health systems and systemic access barriers worldwide. The launch of the 2025 State of Self-Care Report, Self-Care in a Changing World and the British Medical Journal Special Collection on Self-Care both celebrate recent advancements in self-care and set the vision for what the future of self-care will look like in a new global health environment.

Each year, millions of girls become mothers while still adolescents, often facing stigma, exclusion, and limited support. By pooling resources, redistributing power, and centring adolescent mothers, the Secure Futures Fund uses play, movement, joy, and collective action to support young mothers’ futures-replacing stigma with dignity and isolation with solidarity.

Join our ICFP side event, Moving Towards Joy: Supporting Pregnant Adolescent Girls & Young Mothers, on Wednesday, November 5, from 7 to 9 p.m., in Room L, Floor 3, Agora Convention Center.

Women Win and its Secure Futures Fund partners from Guatemala, Brazil, Kenya, and the Netherlands, with guest Girls Not Brides, ask: What becomes possible when we move beyond individual projects and build a coalition of partners that together centre joy, play, dignity, and justice for young mothers?

This session will share insights, highlight lived experiences, and invite dialogue on reimagining support for pregnant adolescent girls and young mothers.
