THE POSITION

Reporting to the Program Manager, the Program Officer Women’s Economic Empowerment works with local staff in countries of operations to support local partner organizations, volunteers and other stakeholders in developing and implementing effective and responsive women’s rights programming in assigned countries as well as works on initiatives across countries and issues within the overall program portfolio. The Program Officer Women’s Economic Empowerment provides guidance and quality control, promotes innovation and ensures overall program coherence in her/his sector area across Crossroads’ Volunteer Cooperation Program portfolio. The Program Officer Women’s Economic Empowerment coordinates the development of projects or programs related to Gender Equality & Inclusion and other sector areas as relevant in collaboration with Crossroads program teams in Africa. He/she also monitors and evaluates the implementation of a portfolio of projects ensuring that gender equality and human rights approach are mainstreamed into all projects and activities. The Program Officer Women’s Economic Empowerment is part of a team of other Sectoral Program Officers and works in synergy with them in a holistic fashion under the supervision of the Program Manager.

GENERAL CONTEXT

Volunteer Cooperation Program (VCP)

This 7-year project (2020-2027) funded by Global Affairs Canada aims to reduce gender inequality and alleviate poverty by addressing gender-based violence, inequalities in access to resources and economic opportunities, and barriers to the exercise of strategic forms of choice, voice and influence that are the result of unequal and discriminatory power relations embedded in society. Seven hundred and seventy (770) Canadian and Southern volunteers will be deployed in our countries of intervention to implement short-, medium- and long-term mandates to support partner organizations in 11 sub-Saharan African countries (Burkina Faso, Côte d’Ivoire, Eswatini, Ghana, Senegal, Tanzania, Togo, Uganda, Zambia).

Overarching Responsibilities:

• Contribute to all organizational goals and objectives.
• Ensure all areas of responsibility are carried out in compliance with Crossroads’ mission, strategic priorities, policies, standards and systems.
• Work in close collaboration with other members of the program team.
• Work in a collaborative fashion with a variety of cross-functional teams to achieve organization-wide goals.

QUALIFICATIONS

• Minimum five (5) years experience in international development, including three (3) years in development project management (according to RBM standards) – Field experience in a developing country an asset;
• Graduate Degree in a relevant field (Feminist Studies, Social Science, Project Management, International Development, Public Health) or equivalent experience – PMP Certification an asset;
• In-depth knowledge of issues related to women’s economic empowerment and experience in international development programs with a focus on women’s economic empowerment;
• Commitment to women’s rights and experience in integrating gender analysis into international development projects;
• Recent experience with development projects funded by Global Affairs Canada;
• Demonstrated skills in managing development projects related to one or more of the following sectors: women’s economic empowerment, women’s and girls’ sexual and reproductive health and rights, gender-based violence reduction, women’s and girls’ rights and leadership;
• Strong budgeting and grant management skills;
• Bilingualism (French and English) required;
• Knowledge of issues and experience with international development projects in Eastern and Southern African countries, particularly Uganda, Eswatini, Tanzania and Zambia, is an asset; and
• Experience in the field of international volunteering is an asset.

ELIGIBILITY CRITIERIA AND ESSENTIAL CONDITIONS

• Share Crossroads’ values and ethical standards, particularly:

  • A commitment to gender equality, and
  • A commitment to anti-racism.
• Work an average of 35 hours per week, where some overtime may be required.
• Travel in Canada and overseas will be required after the COVID-19 pandemic.
