About the Campaign
Leading Canadian international development actors have pooled resources to create an arms-length Campaign to Promote Canadian Aid and Grow Support for International Development. This campaign will be managed by a ‘tactical unit,’ specifically designed to advance the sector’s ability to mobilize strategic public and political support. This unit will run an ongoing campaign designed as a test-and-learn collaboration to stand up for the successes and benefits of international development assistance and promote strategically targeted public and political support for Canada’s international development contributions.
The Campaign will pursue the following overarching goal:
Securing a significant, sustained increase to Canada’s ODA, towards a guideline goal of doubling nominal ODA and defending against possible cuts to ODA budgets.
The Campaign will achieve this by:
• Building sector capacity, understanding, engagement and trust of advocacy (reshape dynamics between sector organizations and stakeholders preventing success).
• Building targeted public support for development leading to political mobilization of key demographics and increase base of support for Canadian international assistance.
• Building strategic political support for Canadian international assistance objectives and funding.
About the Job
As Campaign Director you will lead the work of the tactical unit team and engage extensively with campaign stakeholders to methodically expand progress towards the Campaign goals. In this role you will report to a Steering Committee appointed by Funding Campaign Partners, and you will work in a collaborative and transparent fashion with all stakeholders involved in pursuing the Campaign goals.
The Campaign Director role will have a high profile within the international development sector and you will draw on your diverse experience to engage at a senior level with leaders inside and outside the sector. Even as you exercise your independent leadership, you are committed to working on behalf of an entire sector and to being accountable for working well with, and effectively representing, the diverse actors, interests and priorities in this sector. This role will draw extensively on your campaigning experience as well as your leadership and coalition building skills.
Cooperation Canada is providing hosting services for the Campaign, including financial management (banking, accounting, grant reporting), HR services (payroll, benefits, etc.) and office space and working materials (computers, e-mails, etc.). As such, the Campaign Director will be an employee of Cooperation Canada.
Campaign Strategy and Execution – Working closely with the Steering Committee, sector experts and stakeholders, lead the development and ongoing evolution of Campaign strategy and structure. Lead and oversee the execution of all campaign strategy elements carried out directly by you and your team, while supporting the engagement and coordination of Campaign Partner contributions which do not fall under your direct responsibility. Campaign activities are expected to include intelligence gathering, priority mapping, polling, message testing, marketing, communications, media relations, events, grassroots mobilization, influencer engagement and more.
Managing your team – You will manage a team of two who will report directly to you – a Campaign Coordinator and a Field Organizer – ensuring that clear work goals are in place and that performance is reviewed. Together you form the core of a ‘Tactical Unit’ that serves both to deliver on the Campaign strategy directly and action the potential of effective partnership and collaboration with partners and champions across the sector.
Working in coalition – To be successful the campaign requires effective collective action with many campaign partners and a broad range of stakeholders. Building and maintaining effective working partnerships is a high priority for you. This will include maintaining open and transparent communications with partners, understanding their priorities and capacities, and ensuring that their work is valued as a part of the collective success of the Campaign.
KNOWLEDGE AND SKILLS
• Fully bilingual in English and French (written and spoken);
• Minimum of 8 years relevant work experience;
• Senior experience working in campaigns, advocacy, government relations, media and communications;
• Experience managing and working with networks or coalitions;
• Demonstrated experience with data-driven project management;
• Strong organizational, facilitation, coordination and communication skills;
• Ability to handle and prioritize multiple tasks and work under pressure;
• Reputation for effective leadership, initiative-taking and collaboration in multidisciplinary settings, and across organizations;
• Experience with effective strategies for managing a Board or comparable governance oversight structure;
• Demonstrated tact and judgement, particularly in communications with leaders, media and public officials;
• Experience managing others;
• Familiarity with the Canadian international development community a strong asset;
• Knowledge of development and humanitarian issues an asset;
