Development and Delivery of a Training on the Inclusion of Women and Girls with Disabilities into Health and Gender Equality Programming 

1. Summary

The Canadian Partnership for Women and Children’s Health (CanWaCH) is currently seeking a consultant to develop and deliver an interactive training (with an approximate delivery time of 3 hours) for our membership on the inclusion of women and girls with disabilities into global health and gender equality programming, with an emphasis on sexual and reproductive health and rights (SRHR) programming. This training will be included as a supplementary module to our existing Gender Equality Training course. CanWaCH will own the rights to all material developed under this contract. 

The consultant will deliver this training one-time as per contract. Any subsequent offerings of this training will be at the discretion of CanWaCH to determine the facilitator.

CanWaCH catalyzes Canadian collaboration to deepen effectiveness in improving women’s and children’s health in communities around the world. Our 100+ member organizations are instrumental in reducing maternal and child mortality, promoting accountability to women, adolescents, and children for the improvement of their health and rights, seeking innovation, generating research, and supporting monitoring, evaluation, and learning. 

2. Project Description and Scope 

2.1 The development of this training is part of CanWaCH’s ongoing efforts to increase the capacity of individuals and organizations to implement gender-transformative health programming through our Gender Equality Training Modules. This training would be added as a supplementary module to this existing training and can be offered as both a stand-alone module or as part of the entire training suite. 

Considering the unique, intersecting barriers faced by women, girls, and gender-diverse people with disabilities in accessing health services—particularly SRHR services—and the elevated risk of violence they experience, it is essential to develop and implement disability-inclusive policies and programs that address gender and disability-based violence, increase health facilities accessibility, address stigmas, build the capacity of healthcare professionals to provide inclusive high-quality services, and promote and protect the rights and dignity of all individuals.

Suggested topics and practical tools that may be covered in this training include:

  • Tools and strategies for identifying and addressing barriers to inclusion;
  • Guidelines for developing disability-inclusive SRHR programs that are responsive to the specific needs of women, girls, and gender-diverse people with disabilities;
  • Monitoring & Evaluation Frameworks (including the development of immediate and intermediate outcomes in Performance Monitoring Frameworks, indicators, etc.);
  • Reporting and accountability; 
  • Guidelines for training health professionals for inclusive care; 
  • Frameworks for incorporating rights-based approaches that center dignity, autonomy, and informed choice, and; 
  • Practical approaches for incorporating the lived experiences of women and girls with disabilities to inform policy, program design, and service provision.

The deliverables of this RFQ (including but not limited to training materials, graphics, powerpoints, worksheets, etc.) prepared by the contractor for CanWaCH, shall belong to and remain the intellectual property of CanWaCH. The ownership and branding will be noted as “CanWaCH” with acknowledgements to the contractor for the development of training materials and facilitation. The contractor may retain a copy for their records. 

2.2 The intended audience for this training are members of the CanWaCH membership, consisting of civil society organizations, academic institutions, health professional associations and individuals working to improve health outcomes for women and children in communities around the globe. 

The audience will include a range of different understandings / expertise levels across the intersection of health and GE. 

Intended participants include Francophone participants, therefore, CanWaCH will provide Simultaneous Interpretation to ensure their engagement and active participation. The training content will be translated (covered by CanWaCH see section 4.1 below) and shared with interpreters ahead of the training by CanWaCH. Facilitators will need to be aware of the additional preparation needed to ensure smooth interpretation and engagement of Francophone participants. 

2.3 This training is intended to be participatory and equip participants with best practices,tools and provide them with opportunities to practice lessons learned through the use of interactive exercises and/or small group discussions.

3. Project Timeline

3.1 The training will take place in mid to late March (exact dates to be determined based on contractors schedule). 

3.2 Proposed schedule:

  1. Week of January 26th, 2025:
    • Selection of successful consultant and negotiation of contract;
  2. Week of February 3rd, 2025
    • Initial meeting with CanWaCH for a comprehensive review of project scope, deliverables, and work to date.
  3. February – March 2025
    • Comprehensive agenda of the training with key elements sent to and reviewed by CanWaCH
  4. March 2025
    • Finalization of the content of training and additional resources (PowerPoint presentation, exercises for participants, etc…) in preparation for translation
    • Meeting with CanWaCH for final review of the training content and materials
  5. End of March, 2025
    • Delivery of the training 

Additional progress meetings with the consultant and CanWaCH may take place as deemed appropriate for the project.

4. Budget

4.1 All quotations must include proposed costs to complete the tasks described in the project description and scope, including: 

  • Training content 
  • Creation of additional materials such as presentations, surveys and exercises for attendees
  • Facilitation of the training
  • Debrief and evaluation of the training 

CanWaCH will provide the following:

  • Logistics planning, managing registration and coordination with registrants
  • Translation of training content and materials
  • Simultaneous Interpretation
  • Tech as required (Zoom, Mural, Slido,etc.)
  • Tech and logistical support during training

4.2 All costs and fees must be clearly described in each quotation. If the consultant submitting a quotation must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the quotation. Additionally, all costs included in the quotation must be all-inclusive to include any outsourced or contracted work. Any quotations which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

5. Bidder Qualifications

The successful Bidder should possess experience and expertise with climate resilience and adaptation with a focus on health and gender. CanWaCH expects the successful bidder to have online facilitation experience. A portfolio of relevant training that you have developed and/or delivered and attest to your specific skills and expertise in this subject matter area may be requested.

6. Quotation Evaluation Criteria 

CanWaCH will evaluate all quotations based on the following criteria:

  • Previous work: Bidders will be evaluated on examples of their work pertaining to the the subject matter;
  • Value and cost: Bidders will be evaluated on the cost of their quotation based on the work to be performed in accordance with the scope of this project;
  • Expertise and experience: Bidders will be evaluated based on descriptions and documentation of staff/consultant expertise and experience.

Additional desired qualifications:

  • Bilingual facilitation: Bidders will be evaluated on their ability to provide a bilingual facilitator to run the training.

Through our work and our procurement processes, we value and prioritize where possible creating inclusive spaces and engaging with diverse voices and perspectives. We encourage organizations and businesses led by women (in all their diversity), Indigenous peoples, persons with disabilities, members of racialized groups and the 2SLGBTIA+ community among others to submit quotes. Although not required, bidders may choose to self-identify in their proposal.

The selection decision for the winning bidder and to bidders who were not selected will be made no later than Friday, January 31 2025.

Upon notification, the contract negotiations with the winning bidder will begin immediately. Contract negotiations will be completed no later than Friday, January 31 2025.
