Request for Proposals: Development Of A Technical Guidance Note On Global Health Programming, The Environment And Climate Change

1. Background

The Canadian Partnership for Women and Children’s Health (CanWaCH) is currently accepting proposals for the development of a technical guidance note on global health programming, the environment and climate change. 

CanWaCH is a proud membership of more than 100 non-governmental organizations (NGOs), academic institutions, health professional associations and individuals partnering to improve health outcomes for women and children in communities worldwide. Together, we work towards the vision of a world where women, children and adolescents, in all their diversity, realize their right to thrive in full health.

2. Project Summary and Deliverables

2.1 Project Summary 

As climate change continues to affect the social and environmental determinants of health, particularly for women, adolescent girls and children, an environmental screening is required for all of Global Affairs Canada’s (GAC) international development assistance initiatives. As organizations in the global health sector are required to give consideration to key environmental health risk factors, CanWaCH is seeking to produce an accessible technical guidance note that will support the sector in assessing and addressing environmental risks within their work. The production of this guidance note would draw from the experience and expertise of the CanWaCH membership and partners to better understand our sector’s current work and capacity, as well as strengths, weaknesses and opportunities in integrating environmental and climate change considerations into global health and gender equality programming.   

2.2 Project Deliverables 

With these objectives in mind, CanWaCH is seeking a Consultant to conduct a sector scan, and to develop a practical and technical guidance note for Canadian and global partners, as well as Global Affairs Canada, on strengthening linkages between health, the environment and climate change, in order to serve as a roadmap to success for Canadian organizations in the global health sector. 

CanWaCH is seeking a provider to:

1. Conduct a sector scan, compiling existing relevant resources on environment-health linkages for program/project design and implementation;
   1. Conduct a systematic search of relevant scientific and grey literature and resources
2. Design and support implementation of a survey/questionnaire for CanWaCH members’ and organisations in the global health sector, 

3. Facilitate focus groups and 1-1 discussions with civil society organizations, and other key relevant stakeholders;
   1. Actively listen and direct conversation to develop a synthesis/technical guidance note on capacity gaps and strengthening as part of the roadmap to success
4. Based on the above, develop a technical guidance note on how to effectively integrate environmental analysis throughout the project lifecycle for global health and gender equality programming;
   1. Please note that this will be an iterative process in order to obtain feedback and gain consensus 

3. Estimated Project Timeline

1. Week of  February 15: Selection of successful Consultant and finalization of contract
2. Week of February 22: Initial meeting with CanWaCH for comprehensive review of project scope and deliverables
3. Week of March 8: Conduct sector scan and systemic search of relevant scientific and grey literature and resources, compiling existing relevant resources on environment-health linkages for program/project design and implementation 
4. Week of March 8 – March 26: Survey questionnaire tool developed, in collaboration with CanWaCH. Analyze survey results and share findings with CanWaCH and key stakeholders 
5. Week of March 8 – April 5: Facilitate focus groups and 1-1 discussions with civil society organizations, and other key relevant stakeholders (this will be an iterative process, consulting relevant stakeholders)  
6. Week of April 15: First draft of technical guidance note including landscape and data analysis, existing resources and tools submitted
7. Week of April 26: Final delivery of technical guidance note, with data and recommendations integrated, submitted

*Please note, throughout the project period, CanWaCH and the successful bidder will have regular progress meetings.

4. Budget

4.1 All proposals must include proposed costs to complete the tasks described in the project description and scope. 

CanWaCH will provide the following:

• Translation of Technical Guidance Note from English to French or French to English (dependent on the language it is developed in)
• Final design of Technical Guidance Note
• Technical and logistical support for virtual meetings

4.2 All costs and fees must be clearly described in each proposal. If the organization submitting a proposal must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the proposal. Additionally, all costs included in the proposals must be all-inclusive to include any outsourced or contracted work. Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted.

5. Bidder Qualifications

Bidders should provide the following items as part of their proposal for consideration:

• Description of experience and expertise working with civil society organizations and understanding of GAC frameworks and approaches.
• Description of experience and expertise in data analysis, performing literature reviews, sector scans, and developing technical guidance notes (in regard to the environment, climate change and health programming).
• Description of experience and expertise in facilitating discussion groups and 1-1 conversations  
• Specific examples or portfolio of relevant resources, publications, toolkits etc. that you have developed and attest to your specific skills and expertise in this subject matter area.
• Testimonials from previous clients.
• Anticipated resources you will assign to this project (total number, role, title, experience).
• Confirmation that you will be able to meet all deadlines outlined in Section 3. 

6. Proposal Evaluation Criteria

CanWaCH will evaluate all proposals based on the following criteria. To ensure consideration for this Request for Proposals, your proposal should be complete and include all the following criteria:

• Overall proposal suitability: proposed solution(s) must meet the scope and needs included herein and be presented in a clear and organized manner;

• Organizational Experience: Bidders will be evaluated on their experience as it pertains to the scope of this project;
• Previous work: Bidders will be evaluated on examples of their work pertaining to the delivery of public engagement strategies and/or plans, as well as client testimonials and references;
• Value and cost: Bidders will be evaluated on the cost of their solution(s) based on the work to be performed in accordance with the scope of this project;
• Expertise and experience: Bidders will be evaluated based on descriptions and documentation of staff expertise and experience.

7. Submitting a Proposal

7.1 All proposals in response to this RFP are due no later than 11:59PM EST on Friday, February 12. Any proposals received after this date and time will be returned to the sender. All proposals must be signed by an official agent or representative of the company submitting the proposal.

7.2 Within the following 10 business days CanWaCH will notify the winning bidder and bidders who were not selected. Contract negotiations with the winning bidder will begin immediately and be completed within these 10 business days.
