ABOUT THE ROLE

The Finance and Donor Compliance Manager will serve as the point person for institutional donor compliance within the organization and will play a critical role in coordinating institutional donor-related contracts and agreements, providing tools and support to the organization to enable accurate project budget management, tracking, reporting and auditing through the entire project life cycle.

The incumbent will be responsible for providing key financial guidance and support to ensure that projects run smoothly and accurately from a financial and compliance perspective and that all necessary ongoing improvements and developments are taken care of to successfully obtain and manage new institutional funding in the future.

JOB RESPONSIBILITIES

Donor Compliance and Contracting

  • Act as the point person for all donor compliance-related matters as well as provide advice and guidance according to the best practices and regulations of Global Affairs Canada.
  • Compile and centralize information and guidance on donor compliance rules and expectations within Action Against Hunger Canada.
  • Collaborate, cooperate, and liaise with financial counterparts across the Action Against Hunger network.
  • Provide guidance to project and financial teams for the successful navigation of Global Affairs Canada budgetary and compliance requirements.
  • Review all donor contracts to highlight risks and considerations and proactively work across departments and with all team members to ensure they are understood and addressed.
  • Support program staff with preparation and review of contracts and sub-contracts.
  • Provide guidance on the eligibility of costs based on individual donor contracts.

Project Financial Management

  • Develop tools, systems, and processes (including standardized templates) to enable tracking of project costs and forecasts.
  • Lead budgeting, forecasting processes and financial planning with Project Managers for existing projects, amendments, and new project proposals.
  • Organize and lead budget follow-up meetings with Project Managers and highlight concerns and constraints in the financial management of projects.
  • Ensure salary and other fixed costs allocations are optimized as part of the budgeting process.
  • Provide overall quality control on all project budgets and financial reports.
  • Prepare, review and/or validate accurate and timely institutional donor reports in accordance with contract agreements.
  • Develop and ensure the implementation of a project financial records management system to be used by all Action Against Hunger Canada project teams.
  • Analyze key trends and identify points of attention regarding financial management and donor compliance within Action Against Hunger Canada teams, to determine needs for additional capacity building and support.
  • Assist with preparing monthly actual vs budget reports for all departments as needed.

Audit

  • Actively participate in project audits and year-end external audits as required.
  • Drive the follow-up process at the conclusion of an audit to ensure that all commitments are met.
  • Facilitate continuous improvement for all tools and processes based on audit learnings.

Requirements

QUALIFICATIONS AND EXPERIENCE

  • A university degree in a related field.
  • Seven years of experience in the financial management of project grants.
  • CGA, CMA or CA designation or equivalent in studies or experience (would be considered a strong asset).
  • Previous experience with an international NGO (direct experience in the field would be considered a strong asset).
  • Demonstrated project cycle management experience with the financial management of project grants.
  • Demonstrated experience working with donors’ compliance (GAC, USAID, SIDA).

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES

  • Bilingual – French and English.
  • Demonstrated ability to initiate and follow up on recommendations for improvements that result in financial efficiency and improved performance.
  • Solid knowledge of Electronic Financial Systems and MS Office Applications, with extensive understanding of Excel
  • Ability to multi-task, establish and manage priorities of tasks and time management and strong organizational skills.
  • Collaborative and consultative approach toward problem-solving.
  • Ability to navigate complexity and convene team members across departments.
  • Natural ability to teach and share knowledge with others to grow their skills and expertise.
  • Strong verbal and written communication skills including demonstration of cultural awareness, diplomacy, and tact.

WORK CONDITIONS

  • Office setting or work from home.
  • Required to be seated whilst completing computer and desk-based tasks for long periods.
  • May be required to work irregular business hours, particularly in times of crises and emergencies.
