SCOPE OF POSITION:

Under the supervision of the Manager, Program Development, and in coordination with the Fund Development team and the Policy and Campaigns (P&C) team, the Funding Officer will contribute to Oxfam Canada’s institutional funding strategy. The Funding Officer will advance our funding diversification efforts, in particular, the identification and stewardship of relevant donors such as Canadian Foundations, which have the potential to contribute to Oxfam Canada’s international and domestic women’s rights programs. The Funding Officer will foster strategic relationships with prospective donors, and coordinate the development and submission of quality proposals. The Funding Officer will access the full range of institutional funding opportunities available to Oxfam Canada as a member of the Oxfam International confederation.

MAJOR RESPONSIBILITIES: (This is not an exhaustive list of duties to be performed) They will:

• Research and identify key donors in the Canadian context (particularly Canadian Foundations) with the capacity to contribute over CAD$100,000 for initiatives that align with Oxfam Canada’s programming priorities;
• Liaise with colleagues in Oxfam Canada (OCA) and in Oxfam America (OUS) to promote the impact of our programs within relevant American Foundations;
• Position Oxfam Canada before key donors (particularly Canadian Foundations) and foster strategic relationships with them;
• Match funding prospects with Oxfam programs, including domestic programs, and determine/advise the Manager on Go/No-Go decisions regarding proposal development;
• Lead and/or support the development and submission of expressions of interest, concept notes and proposals for identified opportunities, or in response to calls and requests for proposals;
• Provide quality control on submissions, including proposal budgets, ensuring optimal cost and overhead recoveries, quality control of proposal logic models and monitoring and performance management frameworks, with particular emphasis on effective integration of women’s rights and feminist approaches; and,
• Ensure submissions are properly stewarded; maintain relationships with donors post submission.

Other accountabilities: 

• Participate actively in the International Programs Department and cross departmental institutional funding group (Fun Group);
• Represent Oxfam Canada at designated tables within the Oxfam International confederation and the Canadian Non-governmental Organization (NGO) community, and with donors; and
• Support the Manager in the effective management of the Program Development unit, taking on operational projects as required.

REQUIRED KNOWLEDGE, EXPERIENCE & COMPETENCIES:

• University degree in a related field and/or minimum 5 years of work experience with a non-governmental organization or in an international or domestic donor;
• Demonstrated experience developing strategic relationships with donors such as Canadian Foundations;
• Demonstrated experience writing successful funding applications to donors such as Canadian Foundations, and/or government agencies such as GAC, ESDC, WAGE, NRCan;
• Proven commitment to Oxfam’s mission and strategic focus on women’s rights and gender justice;
• Demonstrated effective oral and written communications skills in English, including strong analytical and writing capability;
• Strong collaborative skills and demonstrated capacity to work collaboratively with colleagues and with a variety of counterparts, multiple funders and other partners;
• Capacity to work in a self-directed manner and under tight deadlines;
• Demonstrated capacity to work in a cross-cultural environment based on feminist principles; and
• Willingness to sign and abide by the Oxfam Code of Conduct.

DESIRABLE KNOWLEDGE, EXPERIENCE & COMPETENCIES:

• Strong analytical understanding of development issues (particularly women’s rights; Ending Violence Against Women and Girls (EVAWG); Sexual Reproductive Health and Rights (SRHR); Women’s Economic Empowerment (WEE); Transformative Leadership (TL); Gender in Emergencies (GiE); and Gender and Climate) and the ability to apply this understanding in the development of program proposals;
• Experience using prospect databases such as IWAVE, Grantconnect, Ajah, as well as CRM tools such as Salesforce;
• Experience with providing guidance for the development of budgets in funding applications;
• Previous experience and knowledge of the Oxfam Confederation and our ways of working and/or the challenges and opportunities of working in a federation/confederation model;
• Knowledge of a variety of donors’ requirements around budget preparation and administration;
• Experience working in the Global South on issues related to poverty, inequality and women’s rights; and,
• Experience and/or knowledge related to project management; and monitoring, evaluation, accountability and learning (MEAL).
