On February 24, 2022, a new phase of the armed conflict in Ukraine began, with the intensification and spread of the hostilities affecting many parts of the country. This is a high-intensity conflict between two states (and possibly others) involving heavy kinetic warfare, civilian casualties, millions of refugees, large-scale internal displacement and physical destruction. The hostilities have also triggered a large-scale humanitarian response given the needs, notwithstanding major concerns for the protection of civilians and essential civilian infrastructure as well as security risks for humanitarian workers themselves.

The Canadian Red Cross is seeking to build capacity of Health Coordinator in response to the crisis in Ukraine and the surrounding region. Successful candidates will be expected to deploy for a period of 3-6 months, with the possibility of extension depending on the specific request. In partnership with Ukrainian Red Cross (URCS), the  Red Cross Red Crescent Movement Partners are working to support Ukraine Humanitarian Operation (UHO) in Ukraine, with the overall objective improving the access of conflict-affected populations to essential primary health care services

In this role, you will:

  • Coordinate and communicate with local government and partners, and other humanitarian agencies to ensure effective rapid assessment, along with a holistic approach to health that prevents gaps and/or duplication in services.
  • Ensure evidence, best practices and core standards are applied to all levels of emergency health programming, to ensure quality of services
  • Assess the health needs of communities affected by outbreak, disaster or crisis
  • Establish, manage and/or support health interventions, including clinical service provision, health promotion, and disease prevention interventions
  • Take a strategic approach to health intervention design to successfully plan for and incorporate transitions to early recovery/long term recovery and exit.
  • Act as technical advisor in matters of clinical and public health needs and implementation as part of emergency response management and ensure links to relevant IFRC structures.
  • Liaise regularly with the community through local health committees and seek feedback in the community’s perception of health services, promoting community involvement in all aspects of health programming
  • Take a capacity building approach to work, providing training, technical support, mentoring and dissemination as part of emergency response and recovery activities.
  • Ensure project activities in line with the approved plans and budgets
  • Build on technical knowledge and understanding of global and Ukraine specific health issues to develop and implement projects in close coordination with the Ukraine Red Cross, partner National Societies, IFRC and ICRC, while respecting and following the key technical documents
  • In collaboration with Ukraine Red Cross and relevant agencies monitor health needs and represent Red Cross in health sector forums and networks in the country
  • Develop credible and good quality information about Red Cross technical knowhow and lessons learned (integrated programming as well as specific technical areas) and share among partners
  • Document best practices and lessons learnt in health program implementation and share among other National Societies

What we are looking for:

  • University degree in public health, nursing or medicine is required
  • Minimum of 5 years of health-related experience, preferably in emergency or humanitarian contexts or working with disadvantaged or remote communities
  • Minimum of 5 years of work experience in health programming/management, including at least three years of field experience in international and humanitarian context
  • At least two years field experience in the humanitarian sector in at least two contexts different from the home country.
  • Strong communication skills (written/ verbal/ non-verbal) tailored to cultural context, diverse teams and senior internal and external stakeholders.
  • Fluency in English and proficiency in Ukrainian or Russian is required
  • Advanced computer skills (windows, spreadsheets, including internet navigation and various office applications
  • Candidates must possess driving license (for manual transmission vehicles) and an international driving licence at the moment of the deployment
  • Experience working in a coordination role in an international emergency is considered a strong asset
  • Knowledge of the Red Cross Red Crescent Movement, our fundamental principles, policies and regulations, technical tools and surge mechanisms is an asset. 
  • Strong knowledge of global technical guiding standards,
  • Able to work under pressure in a potentially dangerous environment.
  • Capacity to work in insecure contexts.

Working conditions:  

This is a field-based position. Working in countries of operation is very demanding, both physically and psychologically. Delegates can be confronted to several psychosocial risks, including concerns about their security, confinement, lack of privacy, cultural adaptation, long working hours, high workload, job security, internal conflicts and mobbing. 

CRC supports a safe working environment and comfortable accommodations, however, delegates must be aware of and responsible for their own personal safety and that of employees under their supervision

  • Difficult working conditions are expected, including:
    • Issues of access and mobility due to proximity to disaster affected areas.
    • Very basic living conditions with intermittent electricity, internet, and other basic services.
    • Long hours of work in a demanding context with limited resources
    • Stressful rapidly changing environment with limited information to make decisions. 
    • In some contexts, legal frameworks and institutions to enforce the rule of law are largely undeveloped.
    • In some remote areas access to healthcare could be limited or non-existent
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria 
  • If you are selected for this role, you will be required to complete a successful pre-employment screening process which includes a satisfactory Enhanced Police Information Check (E-PIC). 
  • Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)

In line with the principle of neutrality, the CRC does not assign international personnel to a country of which they are nationals. If deploying to Ukraine, nationalities acceptable to all sides of the conflict in Ukraine will be prioritized.
