HOME-BASED CARE AS THE GRASSROOTS HEALTHCARE RESPONSE TO HIV&AIDS IN AFRICA: BROADENING THE IMPACT OF A DECADE OF LIFE-SAVING SUPPORT

1. Organizational Summary:

The Stephen Lewis Foundation (SLF) supports community-level organizations that are turning the tide of HIV and AIDS in Africa by providing care and support to women, orphans, grandmothers and people living with HIV and AIDS. The Stephen Lewis Foundation (SLF) is a dynamic, collaborative, feminist organization with an unwavering commitment to supporting grassroots organizations across Africa in 15 countries hardest hit by the AIDS pandemic. We are passionately committed to our partnerships and this model of working is infused into the fabric of our day-to-day work. Since 2003, the SLF has funded over 1800 initiatives, partnering with more than 325 community-based organizations that are providing holistic care and support to women, orphaned children, grandmothers, LGBTIQ individuals and people living with HIV and AIDS.  

2. Background 

The SLF received a three-year grant to further collective understanding on the innovative models of home-based care (HBC) being used by grassroots organizations in Africa, specifically Kenya, Namibia, Lesotho and Mozambique, for people living with and affected by HIV. As part of this grant, the SLF plans to: 

1. Map and collaborate with likeminded donors working in Sub Saharan Africa to determine which donors are funding accessible community health initiatives (including HBC interventions) and to understand their perspectives on the current and future implications of COVID-19 on funding in this area.
2. Work with like-minded donors to facilitate larger conversations with grassroots partners about their funding needs and priorities in this area. 
3. Utilize these conversations as well as existing documentation to generate a collective understanding of the practice of doing accessible community health interventions like home-based care in Sub Saharan Africa including identifying funding gaps, areas for collaboration, and the sharing promising practices. 

3.  Scope of the Consultancy  

The Consultant will coordinate and develop a mapping exercise of donors and their partners’ work. The following questions will be considered while designing and conducting the mapping exercise:

• Who is funding and working in this space, with whom, and what are they doing?
• What does accessible healthcare look like for these donors and their partners? 
• How has COVID-19 (and epidemics like Ebola) shaped thinking about and funding for HBC and how it is delivered? 

The mapping exercise will serve not only to identify other donors who are supporting similar work in HBC (particularly in the time of COVID-19) but also document who they are working with, what the projects are, and how their funding is informing practices around accessible healthcare. This mapping will eventually shape the direction of facilitated discussions with partners and donors about donor/partners funding needs, priorities and plans.

The first step in this process is to develop a better understanding of the donors already programmatically engaged in supporting accessible community health initiatives (including HBC interventions) in the era of COVID.

The assignment will run from January 2021- February 2021.

5. Qualifications 

The ideal consultant:

• Has substantial experience in and deep respect for the diverse history and cultures within sub-Saharan Africa.
• Possess a progressive and unconventional approach to evaluation and organizational development processes that recognizes the expertise, capacity, and intelligence that is powering the grassroots response to HIV and AIDS in Africa.
• Has 5+ years of experience conducting evaluation activities, preferably within a holistic, participatory community-based context. 
• Has the ability to easily navigate the complex and interlocking issues around HIV and AIDS.
• Has a demonstrated ability to think critically and analytically. 
• Is a strong listener and is keenly observant.  
• Can communicate in a clear, supportive, personable and empowering way
• Has the self-awareness needed to balance personal insights/instincts with her/his professional opinion.
• Possesses an excellent ability to translate their ideas effectively into writing (in English) and can submit thorough, detailed information in a timely way.
• Is extremely organized with strong time management skills. 
• Is highly flexible, adaptable and comfortable handling change.
• Upholds the SLF values of social justice, equality, feminism, humility, reflection, and partnership.
