ROLE AND RESPONSIBILITIES: 

Reporting to CanWaCH’s Director, Global Health Impact, the Manager, Monitoring and Evaluation (MME) is responsible for overseeing the continued development and expansion of CanWaCH’s flagship data platform, the Project Explorer. As part of this work, the MME will conceptualize and conduct investigative analysis using Project Explorer and other data sources, build relationships with data-focused organizations, and strengthen the capacity and commitment of global cooperation actors in regard to monitoring and evaluation practice. This is a position for a highly experienced and independent project manager with experience in thought leadership and mobilizing evidence to action. Specifically, the MEE will: 
 

1. Lead Analysis and Reporting (approx. 50%)

  • Conduct and author analyses of Project Explorer and other data on topics of interest, related to global health and rights.
  • Manage the development of technical reports, guidance notes, briefing notes, and other publications relating to monitoring, evaluation, and data. This may require collaborating with technical specialist consultants where required.
  • Support the effective dissemination of results and publications to key stakeholders, such as through leveraging the CanWaCH Analytics Portal, convening roundtables, moderating webinars, etc.

2. Project Explorer platform management (approx. 35%)

  • Proactively identify platform improvements to ensure data coherence and alignment with national accountability plans, and liaise with technical contractors to maintain and update relevant features.
  • With the support of the Senior Data Management Officer, audit data for completeness and quality and coordinate a vision for outreach processes to build a comprehensive portfolio of data.
  • Develop and continually refine methodological notes and standard operating procedures for data collection and analysis.

3. Coordinate relevant stakeholder relationships (approx. 15%)

  • Serve as coordination lead for the CanWaCH Metrics Working Group, and other ad hoc consultation groups as required.
  • Engage actively in relevant global fora and networks to represent CanWaCH’s data work (for example: International Aid Transparency Initiative [IATI] Working Group).

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Commitment to CanWaCH’s values, vision and mission
  • Self-reflection and ability to navigate differences in opinion and difficult conversations
  • Demonstrated sense of humour
  • Superior communication skills (particularly written skills) in English. 
  • Excellent email management and time management skills. 
  • Strong critical thinking and reading skills.
  • Graduate-level degree from a recognized university in a relevant discipline or commensurate experience. 
  • 5+ years total project management experience with progressive responsibility including data management, monitoring and evaluation, etc. 
  • Experience or training in a relevant area of CanWaCH’s work, including global health and rights, gender equality, international development, etc. both within and outside of Canada
  • Knowledge of the Canadian international development and cooperation landscape, key stakeholders, and organizations.
  • Advanced Excel skills. Comfortable learning/using digital webforms to enter, clean, and manage data.* 
  • Experience performing in-depth analyses of a range of extremely complex problems requiring evaluation of multiple intangible variables and alternative solutions. 
  • Experiencing producing reports or publications.

DESIRED SKILLS:

  • Fluency in French.
  • Experience supervising and managing staff and consultants in order to achieve project deliverables.
  • Knowledge of data visualization tools and software (ex. Tableau).
  • Familiarity with IATI standards

*Skills testing using Excel will be required as part of the interview process.

All staff must be eligible to work in Canada. With full adherence to public health guidelines and safety protocols, some short-term domestic travel within Canada may be required for the role in future. This is a full-time, permanent position.
