MEAL Advisor – 1 year contract

CARE Canada is looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor.
ABOUT THE ROLE
Reporting to the Senior Advisor, Monitoring, Evaluation, Accountability and Learning (MEAL), the MEAL Advisor will work closely with a team of MEAL professionals to implement innovative MEAL systems that contribute to CARE’s ability to measure impact, track performance against targets and mobilize lessons from programming. The MEAL Advisor will advance CARE Canada’s commitment to program quality, specifically by supporting MEAL commitments, especially around impact tracking and evidence-based learning across the organization. They will contribute to positioning CARE Canada in relevant fora as a thought leader and partner of choice in Monitoring, Evaluation, Accountability and Learning.
WHAT YOU BRING
- At least 4 years of monitoring, evaluation and research experience in development or humanitarian programming, including at least 2 years of field-based/on-site experience.
- Ability to read, write and speak fluently in French and English
- Strong technical understanding of a range of rigorous research and gender responsive monitoring, evaluation and learning methods.
- Experience in results-based management and program development, including the development of logic models/results chains, theories of change, indicators and detailed MEAL plans
- Experience working on project proposals and project implementation for institutional donors, particularly Global Affairs Canada (GAC).
- Knowledge of mobile data collection such as Kobo, CommCare, ODK Collect as well as proficiency in data (both quantitative and qualitative) management and analysis, using appropriate packages/software such as Microsoft Excel(Advanced user); SPSS, STATA, NVivo, Dedoose etc.
- Strong analytical and research skills, including the ability to process large amounts of information, extract critical analysis and visualize and distribute it appropriately.
- Solid understanding of the role of MEAL in meeting demands for learning, accountability, management information, especially around feedback and accountability mechanisms.
- Proactivity and flexibly, with the ability to adapt to fast changing environments
- Ability to work under pressure to meet tight deadlines with an emphasis on producing quality products.
WHAT WOULD MAKE YOU EXTRAORDINARY
- Expertise of mainstreaming intersectionality into MEAL processes
- Lived experience in resource constrained environments / fragile/ conflict-affecting environments
- Experience in GBV, protection and/or humanitarian programming
- Knowledge of PowerBI or GIS software
- Additional language skills, specifically Spanish
REQUIREMENTS
- Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.

- Starting salary between $80,340 – 85,490
