Officer, Grant Finance

Provide budgeting and reporting on international ministry programming, including sponsorship and private-sector and or Government funded projects. Provide financial Management through Program finance to the Programs and Policy division including, Humanitarian & Emergency Affairs, International Programs and Grants Acquisition Management teams in achieving their goals of funding optimization and quality programming. Duties and responsibilities

Grants acquisition and Financial Management   

Prepare and update budget proposals; review budgets; and consolidate budget for diverse stakeholders
Provide budget and finance expertise in the preparation, negotiation and review of agreements/contracts
Review Program Budgets, field financial project reports and generate financial reports to donors for compliance with donor requirements.
Report on any relevant problems / deviations from submitted project budgets and ensure appropriate action is taken.
Reconcile project budget information with related databases such as Horizon 3.0, PBAS, SharePoint, Sun Systems to ensure integrity of data.
Enter project funding commitments on PBAS and info path, reconcile commitment with field budgets, reports / actual expenditures.
Provide ad-hoc reports of project income and expenditures with relevant analysis as required.
Analyze and obtain approvals for carry-forwards in accordance with partnership standards and within established time frames.
Participate in annual and long term WVC project budgeting and projection processes.
Provide input for the development of the annual team operating budget and monitor actual performance.
Undertake periodic project visits, as required by the manager, for financial data reviews, financial training as part of overall project monitoring as and when required. Travel may include Fragile Context Countries.
Compliance and Training

Analyze spending trends and provide feedback and analysis to Program Managers and field colleagues.
Work cross functionally, across divisions and departments, to provide financial capacity building & training to Program & Policy and field office staff.
Review internal audit reports received from WV Implementing Office and determine appropriate follow-up action.
Facilitate and lead the responses to project audit requested by external stakeholders, including donor and governmental agency.
Provide regular technical support and direction to field finance staff. Help field office deal with difficult issues when required.
Being involved and constantly updated on newly developed financial guidelines introduced by WV Partnership/ WV Canada and Field Partners.
Participate in development and maintenance of internal databases and spreadsheets, development/ revision of policies and procedures. (WVI /WVC)
Perform other duties as assigned by leader (s)

Qualifications

University degree specializing in finance and accounting
Minimum 3-5 years finance related experience (in budgeting or accounting)
Good knowledge or understanding of international development work
Demonstrated problem solving skills as well as experience managing databases
Demonstrated organizational, interpersonal, financial, communication and analytical skills
Ability to prioritize tasks, adhere to deadlines and manage competing demands
Bilingual (English and Spanish) is an advantage
