Job description

Under the responsibility of the Executive Director and as a member of the senior management team, the Principal Director – International Programs provides strategic leadership and management of Oxfam-Québec’s international programs. This role ensures the coherence, compliance, quality, and impact of programs in close collaboration with Oxfam International and aligned with Oxfam-Québec’s strategic plan. The incumbent develops strategic partnerships to secure institutional revenues and adapts programs to international contexts, focusing particularly on decolonization/localization of aid efforts. Additionally, the position involves developing analyses and recommendations on priorities for Canada and Quebec’s international aid policies.

Oxfam-Québec is seeking a Principal Director of International Programs who shares our passion for justice and social change.

Responsibilities:

Strategic Leadership: Define a strategic vision for international programs, aligning objectives with Oxfam’s mission and making informed decisions to maximize impact. Development and Management of Complex Projects: Co-develop and manage complex international projects, including planning, execution, monitoring, evaluation, resource management, and team leadership.

Understanding of Global Issues: Ensure a deep understanding of Canada’s international policy, global issues, challenges in international development, humanitarian aid, and human rights. Stay informed about geopolitical contexts, social issues, and the needs of local communities.

Executive Committee Participation: Serve on the executive committee and contribute to achieving organizational goals.

Program Visibility: Contribute to the synergy of public engagement campaigns, fundraising efforts, and policy advocacy with other departments. Ensure consistency of messaging internally and externally.

Co-development of Oxfam-Québec’s Government Relations Strategy: Contribute to developing the government relations strategy from the perspective of international programs.

Financial and Budget Management: Ensure effective budget management, fund mobilization, and responsible use of financial resources under their responsibility.

Team Management and Development: Manage and develop human resources within the team, fostering continuous improvement and a collaborative, positive environment that promotes participation, professional development, and innovation in line with feminist principles.

Act as a Spokesperson when Required: Represent the organization as a spokesperson when necessary. Any other responsibilities related to the requirements of the position.

Availability:

  • Hybrid Work Mode (telecommuting and office-based): Minimum 5 days per month at the office, with additional days as required by periods and current policy.
  • High flexibility in managing schedules.
  • Ability to travel and move within Quebec/Canada and internationally as needed.

Skills:

  • Master’s degree in Management, International Development, or another relevant field.
  • Ten (10) years of significant experience in international program development and management, including five (5) years in a similar role, with a proven track record in relations with Canadian funders and other institutional partners.
  • Proficiency in French and English, both spoken and written – mandatory (The person will need to communicate in both languages with target audiences).
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).
  • Good understanding of the issues, stakeholders, ecosystem, and context of international cooperation and humanitarian aid in Canada and Quebec.
  • Ability to analyze, synthesize, simplify, and address complex issues.
  • Negotiation skills with diverse stakeholders, including multicultural teams, local partners, and funders.
  • Recognized coordination abilities, leadership skills, and capacity for innovation.

  • Salary: starting from $102,000 to $140,000 (recognizing years of professional experience in salary determination).
