Program Officer

We are seeking a dynamic and bilingual Program Officer with experience in supporting the design of gender equality and women’s rights programming, and a good knowledge of feminist approaches in development. The Program Officer will provide overall support and coordination for projects both in French and in English, as well as provide support to the unit’s program development efforts, as needed.

Tasks include:

  • Support compliance with donor and CARE financial, administrative and programmatic procedures.
  • Support the Program Manager and the country office teams on impact, program quality issues, administration, information requirements, and reporting.
  • Liaise and provide support to ensure that projects are on track, achieving their objectives, and adequately integrating gender equality.
  • Support the preparation of high-quality reports, program documents, concept papers and proposals in English and French.
  • Support the development and use of gender transformative / feminist monitoring and evaluation systems and tools to collect, collate, and analyze data.
  • Travel up to 20% of the time (when feasible given COVID-19) to support country office staff with project implementation, including to insecure and high-risk locations.

WHAT YOU OFFER / ABOUT YOU

  • Experience working with international or local development projects.
  • Experience in gender analysis, gender equality activity design, monitoring and evaluation, results measurement and coaching.
  • Experience using participatory and collaborative approaches to move teams towards results.
  • A knowledge of women’s economic empowerment and rights programming.
  • A knowledge of development issues in low and middle income countries.
  • Excellent written and verbal communications skills in both French and English.
  • A Bachelor’s degree in international development studies, women’s studies, or a related field or equivalent combination of education and work experience.
  • A strong belief in gender equality and feminist principles.
  • Superior interpersonal skills, initiative, infectious enthusiasm, keen drive and cultural sensitivity.
  • Commitment to creating an environment within CARE’s workplaces, programming, and communities that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).  

WHAT WOULD MAKE YOU EXTRAORDINARY

  • Familiarity with the development branch of Global Affairs Canada.
  • Knowledge of feminist theory, programming, facilitation and coalition building.
  • Field experience working overseas, in a development context.
  • Experience working with Results-Based Management tools.
  • Experience working with organizations that defend the rights of marginalized groups (e.g. LGBTQI+, people living with HIV/AIDS, people living with disability, etc.)
  • Experience working on the theme of sexual and gender based violence (SGBV)
  • Participatory facilitation skills
  • Experience in capacity building with partners and colleagues.
  • A knowledge of financial management.
  • A Masters’ degree in international development studies, gender studies, or a similar social science.
  • Written and verbal communications skills in Spanish.
