Program Officer – Learning and Influencing

  1. MANDATE

Reporting to the Director – Sexual and Reproductive Health and Rights Program, the incumbent will contribute to the program’s learning and influence strategy in seven (7) countries (Africa, Middle East and Latin America), in close collaboration with Oxfam’s country office teams, external partners/consultants and Oxfam-Quebec team.

The incumbent will contribute to increasing the quality of the program, supporting the capture/creation, dissemination and use of knowledge for influence and learning.

  1. RESPONSIBILITIES

In accordance with Oxfam-Quebec and Oxfam International codes, policies, procedures and standards, the incumbent will be responsible for:

  • Define and implement a learning strategy for the sexual and reproductive health and rights program to improve its implementation and achievement of results;
  • Provide advisory support to Oxfam office learning and knowledge sharing teams to document and share best practices, lessons learned and case studies to showcase progress and changes in attitudes, social norms and behaviors;
  • Coordinate the implementation of learning activities for the program;
  • Analyze and interpret good practices and lessons learned and translate these into learning for the program;
  • Produce popularized learning and knowledge tools such as policy briefs, case studies, articles, etc. and contribute to their dissemination through Oxfam’s communication channels (Policy and Practice, Website, Social Networks etc.)
  • Adjust the theory of change using the information obtained and the evidence identified and support the team in the development of the database;
  • Support or ensure the implementation of research initiatives planned in the program in collaboration with the country teams;
  • Collaborate on the definition of the program’s communication strategy through the identification and drafting of key messages for relevant documents, in collaboration with the communications team;

Influence and networking

  • Support and participate in the development of advocacy strategies, plans and tools based on best practices for both the country teams and the Montreal-based team;
  • Conduct research and write policy briefs, memoranda, and letters to policy makers in order to position the organization on issues related to sexual and reproductive health and rights, both at the country level and for the Montreal-based team;
  • Support Oxfam-Quebec’s Director and Campaigns and Advocacy team in influencing activities on sexual and reproductive health and rights with other Canadian and international organizations and coalitions involved in these areas through content and political demands in order to influence decision-making;
  • Monitor current events and seize new opportunities for influence related to the theme.

Operational management support

  • Contribute to the monitoring of annual work plans, narrative reports, knowledge products and achievement of program outcomes;
  • Contribute to monitoring, evaluation, accountability and learning (MEAL) according to the standards and policies set by the organization, the Oxfam Confederation and donor requirements in collaboration with MEAL specialists;
  • Conduct regular monitoring visits to stimulate learning and strengthening opportunities for country teams and to monitor program progress;
  • Ensure regular and periodic circulation of information related to the SRHR program and other Oxfam Confederation projects among country office teams, partners and colleagues at headquarters;

Representation and institutional commitment

  • Support the program managers in representation activities with different bodies (Oxfam International, donor, communities of practice, etc.);
  • Contribute to the maintenance of harmonious relationships with various internal (Finance Department, Communications and Public Engagement, Advocacy and Campaigns, Fundraising, etc.) and external (Oxfam Country Offices, Oxfam affiliates and partners) stakeholders in the implementation of the program;

  1. QUALIFICATIONS

Schooling

  • Graduate level education in political science, social science, public health, women’s studies, international studies or other related fields.

Languages

  • Fluent in French, English and Spanish, spoken and written.

Software used

  • Proficiency in the Microsoft Office 2020 suite;
  • Proficiency in online collaboration applications (MS Teams, Zoom, Box, etc.) ;
  • Proficiency in quantitative analysis software (R, SPSS, STATA, advanced Excel, etc.) or qualitative analysis software (NVivo, Dedoose, etc.) ;

Experience and Capabilities

  • 5 years of significant experience in applied research (quantitative or qualitative) and knowledge management or communications related to gender equality and women’s rights or comparable experience in the non-profit sector;
  • Experience in facilitating and accompanying participatory research processes;
  • Ability to communicate complex ideas in plain language to a variety of audiences;
  • Experience in the production and dissemination of knowledge tools. Ability to present a record of previous publications is an asset;
  • Experience working with Global Affairs Canada (GAC).

Special knowledge

  • Knowledge of key approaches to supporting women’s rights and gender equality, particularly issues related to sexual and reproductive health and rights;
  • Knowledge of GAC’s feminist policy, results-based management (RBM), monitoring, evaluation, accountability and learning (MEAL), an asset;
  • Knowledge of the Oxfam family (an asset).

  1. TERMS AND CONDITIONS OF EMPLOYMENT
  • Starting salary: Between $55,960 and $60,263 depending on relevant experience
  • Status : Temporary – Full time
  • Duration: 3 years
