Employment status: Temporary full time (24 months)

Salary band: $61,947- $90,340/year

The incumbent will support to Canadian Red Cross emergency operations through deployments in leadership and management positions and related leadership functions. Deploying to emergencies and working from a home-based office while not on deployment, the Rapid Response Manager is a key aspect in Canadian Red Cross’s international and domestic emergency response mechanism. While not on deployments, the position is responsible for regular capacity strengthening activities, including working out of headquarters to integrate lessons learned from operations to strengthen CRC systems and resources.

In this role, you will: 

  • Work in collaboration with staff and volunteers, local health authorities and affected communities to deliver emergency health services. 
  • Be responsible for the Emergency Response Unit contribution to the overall operation, representing the priorities of the Canadian Red Cross and managing a team of technical experts. Typical deployment length is 4-6 weeks.
  • Oversee the coordination of support to affected communities and local Red Cross teams in responding to disasters and crisis events. 
  • Be responsible for managing the successful implementation of the emergency operation and reinforcing local teams. Typical deployment length is 1-3 months.
  • Be responsible for ensuring CRC program implementation in the field in coordination with the affected National Society and the Red Cross Red Crescent Movement. 
  • Be responsible for the successful delivery of assistance, recovery, and development programs. Typical deployment length is 1-3 months.
  • Support CRC response and readiness activities in offices across the country to implement projects and support specific emergencies requiring their expertise and experience. 
  • Support trainings where relevant to your subject matter expertise.
  • Be responsible for supporting Red Cross readiness and response projects while not on deployment. Assigned to specific technical departments, you will have oversight on specific files and activities throughout the year, such as coaching and mentoring peers, curriculum development, maintaining personal readiness and supporting lessons learned initiatives.

What we are looking for: 

  • University degree in relevant field, preference for international humanitarian studies, disaster and/or emergency management, project management or equivalent. 
  • 5 years’ experience working for humanitarian aid organization in emergency response and conflicts contexts in developing countries
  • Experience working for humanitarian aid organizations in disaster management and/or situations of violence in Canada or globally. 
  • Ability to work in French and English is required. 
  • Experience leading teams and managing operations
  • Demonstrated experience in building and maintaining relationships with partners, external actors
  • Strong people management skills (ability to mentor, motivate, support teams)
  • Problem solver capable of making decisions and directing others in conditions of uncertainty
  • Strong initiative, communication, and analytical skills
  • Ability to deliver under tight timelines in ambiguous and challenging environments
  • Strong financial management skills (ability to develop, manage and monitor budgets)
  • Planning, monitoring, evaluation, and reporting skills 
  • Strong computer skills (Word, Excel, PowerPoint, and SharePoint)
     

Working conditions:  

  • This position requires the ability to travel anywhere in Canada and in the world on short-notice to respond to an humanitarian situation. Deployments represent up to 50% of the working time.
  • The RRM is considered on deployment anytime they are not based at home. This includes operational deployments as well as working at CRC offices and supporting trainings.
  • Travel to both natural disasters and conflict settings on short notice will be frequently required. Field deployments can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts. Deployment work involves stressful and often ambiguous conditions. 
  • While not on deployment the RRM works from a home-based office.
  • If you are selected for this role, you will be required to complete a successful pre-employment screening process which includes a satisfactory Enhanced Police Information Check (E-PIC). 
  • Extensive travel vaccinations are required for all Rapid Response Managers, in accordance with Canadian Red Cross requirements to travel internationally for work.
