JOB CONTEXT:
Humanity & Inclusion (HI) is seeking a Rehabilitation Senior Technical Lead for an anticipated 5-year USAID Physical Rehabilitation project in Ukraine.
The objectives of the anticipated New Physical Rehabilitation Activity are to:
– Strengthen national, regional and local leadership, management and governance capacity related to the physical rehabilitation sector;
– Increase access to and availability of affordable, quality sustainable physical rehabilitation services inclusive of assistive technology;
– Promote inclusion and participation of persons with disabilities and civilian victims of war within their families, communities and in economic recovery of the country.
The position is expected to be included in the Senior Management Team of the consortium and will serve as a leading technical position for the anticipated project, in close collaboration with project management and technical staff.
The position is subject to project award and funding.
YOUR MISSION:
Under the responsibility of the Technical Head of Operations, the Rehabilitation Senior Technical Lead will ensure the optimal quality and impact of the anticipated project. This includes, but is not limited to, providing technical support and strategic guidance to increase access and availability of affordable, quality, and sustainable physical rehabilitation services, inclusive of assistive technology in Ukraine.
As a Rehabilitation Senior Technical Lead you will have 3 main missions:
Mission 1: Expertise
1. Provide appropriate strategic guidance and technical support to the project and to relevant stakeholders at various levels, including authority, service provider and community levels.
2. Ensure that project activities are implemented in accordance with the relevant global and local technical standards and frameworks and with relevant stakeholders and partners.
3. Adapt the project’s technical documentation as required, in accordance with global and local technical standards and frameworks.
4. Conduct and/or coordinate needs assessments to identify gaps and opportunities in physical rehabilitation and assistive technology sectors.
5. Contribute to the development and implementation of technical standards and policies for physical rehabilitation and assistive technology products and services.
6. Contribute to the development and operationalization of referral pathways within and across care levels, including complementary health and social services.
7. Contribute to the development and implementation of initial training and continuous professional development programs to build the physical rehabilitation workforce’s capacity.
8. Contribute to the enhancement of the quality and utilization of physical rehabilitation and assistive technology services, including at Primary Health Care level.
9. Contribute to enhancement of physical rehabilitation and assistive technology data collection and utilization.
Mission 2: Influence
1. Represent the project’s technical expertise and contribute in relevant local, regional and international technical networks, working groups and with partners.
2. Ensure coordination and collaboration with the project’s technical partners and project technical staff.
3. Ensure coordination and collaboration with the project’s team across the project’s objectives.
4. Foster collaboration with relevant local, regional and international stakeholders to contribute to the achievement of the project’s objectives.
Mission 3: Emergency preparedness and response
Contribute to the resilience of the project by supporting or implementing emergency preparedness actions and, during an emergency, contribute to an effective humanitarian response.
PROFIL:
As a member of the SMT of the Consortium, we expect the Rehabilitation Senior Technical Lead to be responsive, flexible with strong interpersonal and intercultural skills.
The current context of Ukraine needs to be resilient to stress and uncertainty.
Language: You are fluent in written and spoken English and Ukrainian
Diploma: You hold an Advanced degree in Physiotherapy, Physical Rehabilitation Medicine or related field (Master’s or above). Public Health degree is an asset
Experience
• A minimum of 3+ years of work experience in project management or implementation
• A minimum of 6+ years of work experience in rehabilitation in Ukraine and/or Eastern European Region.
• Professional experience in Health System Strengthening and Workforce Development
Skills
• Expert in technical frameworks and standards
• Proficient in professional capacity building
• Proficient in intervention strategy and programming
• Proficient in Learning lessons from experience, continuous learning and project evaluation
• Proficient in office and collaborative tools

SPECIFICS :
The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks. Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.

• Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)
• Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field
• Housing: Individual accommodation taken in charge by HI
