Background

The Inter-Council Network (ICN) is a dynamic network of provincial and regional member-based Councils forInternational Cooperation committed to social justice and social change. Rooted in communities across Canada and representing nearly 350 international cooperation organizations, the Councils are leaders in public engagement at a local and regional level and are recognized for bringing regional knowledge and priorities to the national level. The ICN provides a forum in which the Councils collaborate to improve development effectiveness, learn from each other’s specific skills, and identify common priorities for collective action.

Scope

The ICN seeks a consultant to design training modules on decolonial, anti-racist and feminist approaches in public engagement based on the findings and recommendations from ICN’s research project on these approaches. These modules will be used to facilitate trainings for the ICN’s Capacity Strengthening Program with members of the international cooperation sector in Canada and international partners. Through the Capacity Strengthening Program, the ICN aims to strengthen actors’ efforts to adopt and operationalize these approaches in public engagement.

This program will include online, and in-person workshops delivered in both synchronous and asynchronous formats.

The consultant will have:

• Demonstrable knowledge and experience of decolonial, anti-racist and feminist approaches.
• Demonstrable experience developing, implementing, and assessing racial justice and equity policy for organizations.
• A minimum of 2 years’ experience (preferably in a non-profit setting) designing training and/or workshops.
• Ability to develop modules in English.
• Ability to develop modules in French would be an asset.
• Familiarity with Canada’s international cooperation sector.
• Understanding of/training in adult learning principles
• Experience in curriculum design and blended learning.

The consultant will deliver:

• Three to five training modules on decolonial, anti-racist and feminist approaches in public engagement.
• Additional resources on these approaches.

Timeline

The selected consultant is expected to deliver:

• An initial draft of the modules on September 30, 2022, for review by the ICN team.
• A final draft of the modules on October 14, 2022.

The timeline could be adapted based on the needs of the consultant and the program

The ICN invites applicants to submit a curriculum vitae, cover letter, a sample module(s) they have previously designed, and a three-page concept note. The concept note should include:

• A description of the process of designing modules for a participatory training programme.
• A description of how they will integrate a social justice perspective in the design of the modules
• An explanation of how the modules could be adapted to both virtual and in-person trainings.
• A detailed budget.
