Request for Proposals: Report development – 2024 Annual Report

The Anti-Racist Cooperation (ARC) Hub is a dedicated coordination secretariat and a resource center for the sector. Our goal is to help Canadian international development and humanitarian organizations improve their ability to integrate anti-racism and intersectional feminism into their work in the creation of resources, knowledge sharing spaces, networks of support and training. The ARC Hub is hosted by Cooperation Canada and funded by Global Affairs Canada.

Our team is seeking an experienced consultant to collaborate with us on a short-term basis, supporting the development (data analysis and writing) of our annual Collective Commitment ARC Report.  This project will involve utilizing source materials provided by the ARC Taskforce and undertaking the tasks of analyzing, writing, editing, and report design. The designated consultant will play a pivotal role in effectively conveying the key findings and recommendations within the report.

We invite proposals from individuals and organizations who possess extensive knowledge in principles of anti-racism and equity and inclusion as well as strong analytical and writing skills. Experience working in the international development sector will be considered as an asset. Preference will be given to individuals from historically disadvantaged contexts and/or with other lived-experience related to key themes of the ARC Framework.

The selected candidate must be available during the period of July 2024 to September 2024, with some flexibility.

Role and Responsibilities

Supervised by the ARC Task Force Lead, the Consultant will use source materials provided by the ARC Taskforce to develop the fourth annual Collective Commitment Report. They will be responsible for:

  • Contextual Understanding: carefully reviewing the ARC Framework and studying the past reports to gain a comprehensive understanding of the background and context of the collective commitment initiative.
  • Analysis of Survey Findings: reviewing the survey analysis and key findings highlights of this year’s ARC Framework signatories to accurately grasp the outcomes and trends identified through the survey data.
  • Stakeholder Engagement: with support from the taskforce, actively connecting with key stakeholders to seek clarification, address inquiries, and ensure a thorough understanding of the survey analysis and its implications.
  • Drafting the Report: developing a draft report, incorporating the survey analysis findings, providing insightful analysis, and offering recommendations based on the collected data. The report should be drafted in English or in French (the ARC Hub will be translating the report once the final draft is submitted). Previous reports have been 35-40 pages (in their final designed version, including cover pages). Here are some examples of our previous reports: 2021 , 2022 and 2023 reports.
  • Feedback Incorporation: collaborating with the ARC Taskforce lead to obtain feedback on the draft report, making the necessary revisions and adjustments as required to enhance the content and ensure its alignment with the objectives of the collective commitment.
  • Final Report Development: incorporating the received feedback to construct a final written narrative report that accurately and effectively communicates the key findings, analysis, and recommendations in a clear and concise manner.
  • Report Launch: drafting an email for the virtual launch of the report, ensuring that the content effectively conveys the importance and highlights of the report and encourages readers to engage with its findings and recommendations.

  • Equity professionals
  • Elected officials and political staff, particularly those responsible for foreign policy or development assistance issues.
  • Canadian social impact stakeholders: Individuals or organizations that work outside our sector but have a significant societal impact.
  • Canadian foreign policy community: Embassies, consulates, delegations, etc.
  • Our own staff members, interns, and volunteers

Work Modality

The writer team is expected to work remotely, providing remote support to the ARC Team. The consultant will be expected to engage using online platforms including Microsoft Teams, GSuite and Zoom.

Consultant experience & skills

  • Knowledge of/expertise in report writing
  • Knowledge and competence in quantitative and qualitative data analysis
  • Fluency in English and/or French (especially written)

How to Apply:

Interested parties are requested to submit a detailed proposal outlining their approach, timeline, and estimated budget for the project. Please include samples of previous work or a portfolio demonstrating relevant experience in report design. Submissions are not expected to be overly elaborated, excluding appendices such as CV/resume and demonstration of interest. They must include:

– Relevant Experience especially in data analysis and report writing .
– Proposed structure including a rough timeline of the project. Please include when you will require feedback/collaboration from the team.
– Demonstration of interest which can be shared however you see fit.
– Writing samples, please share 2 writing samples in English or in French. This can be anything you have or are currently working on and would provide us with a sense of your writing style.
– Financial proposal* Please indicate in your quote the budget needed to produce this report. We are hoping to work with you on finding what is possible within those guidelines.
