Senior Manager, Global Health, Indigenous Local & Global Health

Position Overview

The Department of Indigenous Local & Global Health in the Cumming School of Medicine is currently seeking a Full-time Regular Senior Manager, Global Health.

Reporting to the Assistant Dean, Indigenous, Local & Global Health Office (ILGH), the Senior Manager, Global Health, will take on a senior leadership role within the ILGH Office.  The selected individual will manage and lead implementation of programs, projects, and activities in the global health (GH) portfolio, responsible for oversight of operations including meeting and reporting on desired metrics, ensuring quality programs, maintaining on track, on time and on budget reports, monitoring finances and financial processes, and supervising and supporting GH staff. GH has a strategic plan centered on partnership and ethical, reciprocal, and responsible GH activities, incorporating a global health lens that values bilateral learning and supports decolonized and anti-racist approaches to collaborative initiatives. 

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Management Responsibilities

  • Full management responsibility for GH programs, projects, and activities. This includes
    • directing and supervising office, program and project staff and numerous students (undergraduate through post-doctoral) in Canada and at partner project sites
    • supervision of staff and students who may be travelling/living abroad for short/medium and long-term.  As a result, contracting, insurance, risk management, orientations/debriefing and logistical needs are increased
  • Responsible for resolving confidential human resource matters including conflict/personal issues of team members and with contract/salary data, and approvals
  • Routine staff supervision will involve recruitment, retention, performance management and personnel support for 4 full time, AUPE staff as well as up to 5 part time/casual staff at any given time and up to 10+ student interns in a year (including on field placement)
  • Coach and build management capacity of teams affiliated with UC CSM projects and initiatives in other countries
  • Project management team members will receive timely and professional mentoring, advice and support for setting up systems, reporting, start up and close out of initiatives
  • The Assistant Dean, Global Health will be provided with timely and professional advice, reporting and support on all strategy-related programming, including regarding integration with university strategies, program development and growth, management, and sustainability planning

Financial Responsibilities

  • Will work with highly confidential financial information. In consultation with the ILGH Business Operations Manager, the Senior Manager, GH will prepare, revise and approve budgets and transactions related to GH operations (annual operating budget of roughly $500,000)
  • Manage/budget and oversee all reporting on GH projects, donation funds, award funds and operations/overhead funds including documenting and ensuring appropriate MOUs, fund transfers, and compliance with donor requirements for both international partners and the faculty-based project offices
  • Initiatives/funds range from very minimal to $3.5M currently and may exceed this amount in future

Qualifications / Requirements:

  • Degree/diploma in a related field:  project management, global development, global health
  • Experience leading strategic plan management and fostering a results-oriented culture, in Canada and with global partners.
  • Minimum 10 years management experience in global development, project/ program management including work experience in global development (low-income countries), ideally with overseas work experience preferably in an academic setting
  • Experience in project management/coordination (preferably with Global Affairs Canada, IDRC or similar) funded initiative is desirable
  • Strong preference for knowledge of university/academic institution policies, regulations, and procedures
  • Strong skills and previous experience with Results-based Management
  • Experience managing staff/HR in both contracting and employment settings; including multiple reports to responsibilities at a time-conducting evaluation, mentorship, staff development, hiring and termination/close out
  • Experience with development/design of full project/program proposals, implementation/operational management, reporting, close out, and evaluation
  • Experience managing funds for multiple projects/initiatives at a time including budgeting, reporting, variance analysis, procurement for goods and services, and project start up/close out
  • Prior experience working in cross-cultural/international settings including work in capacity-building (i.e. senior trainer/mentor)
  • Proven track record in supporting growth and sustainability planning, including successful grant applications with a wide range of funding agencies and managing growth effectively
  • Strong team work as well as time management skills; demonstrated ability to work by distance and independently, and to supervise and mentor staff in Canada and virtually abroad
