A review of successful social dialogue experiences around the world
Project to improve maternal, neonatal and reproductive health of the vulnerable population in the state of Zulia (Venezuela)
Technical Activity: The Canadian Association of Midwives (CAM) wishes to hire a consultant to develop a presentation on successful social dialogue experiences that have taken place in various parts of the world and deliver it (virtually) during a workshop that will be organized in Zulia State (Venezuela) for health administrators and community health committee members. The general objective of this workshop is to raise awareness among participants regarding social accountability and the potential positive impact of some mechanisms to engage in a dialogue with community stakeholders. The workshop will be aimed at professional health administrators working in seven (7) health institutions in the state of Zulia, in Venezuela, and the members of community health committees established for each health centre.
Social dialogue between health institutions and committees made up of community representatives is essential to strengthen the management of health centres and influence the improvement of the quality of health services. In contexts where primary and community healthcare are critical, such as in the state of Zulia, establishing effective communication mechanisms between health facility administrators and community representatives can not only improve decision-making, but also foster transparency and trust. Social accountability through constructive dialogue allows stakeholders to discuss the needs and expectations of their communities. Health administrators can better plan and manage health services, while also achieving greater responsiveness to the needs of their communities. Social dialogue helps to generate joint solutions, adapted to local realities, and strengthens the participation of the community in public health initiatives. The objective of this consultancy is to share information about innovative methodologies to support social dialogue used successfully in other parts of the world.

A. Introduction
The workshop is part of a project funded by Global Affairs Canada and implemented by UNFPA-Venezuela in close collaboration with the Canadian Association of Midwives (CAM) and the National Council of Indigenous Midwives (NCIM). The project focuses on improving maternal, newborn and reproductive health outcomes for marginalized women, girls and newborns from the Wayuu and Yukpa indigenous communities of the Sierra Machiques de Perijá and Maracaibo. The project works with seven (7) selected health centres that provide health services to these vulnerable populations, including migrants who have settled in the periphery of Maracaibo.
The workshop between health administrators of the seven (7) selected health centres and health committee members seeks to contribute to improving community and health facility collaboration. Similarly, it is expected to bring about greater commitment from community leaders to support the maternal, newborn and reproductive health needs of women, girls and their families in the target communities.
B. Background and Rationale
Health committees in Venezuela are spaces that allow citizen participation in the management and provision of primary health services at the community level. These committees were set up in the 1980s, in line with the first community-based organizations that emerged in marginalized neighborhoods. Then in 2003, as part of the social program Barrio Adentro of the government in power, a new version of these committees emerged and was a cross-cutting element of the national health strategy. Health committees were intended to serve as a link between the medical staff and the community. Their mandate was to hold assemblies to discuss and inform the community about health priorities, as well as support the operation of community-based clinics. These committees were also tasked with monitoring and controlling the management of health centres.
This consultancy will provide a new perspective through the sharing of social dialogue experiences that have taken place elsewhere in the world. The introduction of new approaches and methodologies will strengthen the relationship between administrators and health committees and will encourage them to discuss their roles and responsibilities, taking into account the lessons learned and best practices from similar experiences in other parts of the world.
The workshop is expected to generate basic agreements between the administrators and the health committees around ways to effectively manage and optimize scarce resources in the selected health centres.
C. Objective of the Consultancy
The overall objective of this consultancy is to prepare a systematic analysis of 2-3 experiences of social dialogue mechanisms used in different parts of the world and to present this analysis to the workshop participants. The analysis will inform the development of a presentation to introduce health centre administrators to successful methodologies and approaches used to engage in social dialogue with community health committees.

The total value of the consultancy is CAD $2,750. This amount includes all relevant taxes (GST/PST/HST) and expenses incurred in preparing the deliverables.
