Annual Salary: $60,600 – $68,900

About this Opportunity

The Sr Development Officer, Indigenous Partnerships and Programs (Sr Development Officer, IPP) is an externally focused role within CFTC’s Canadian Indigenous Programs and Partnerships team. The position’s primary responsibility is to drive resource mobilization efforts through leveraging a deep understanding of CFTC’s strategic aims and priorities of Indigenous communities across Canada. The Sr Development Officer, IPP will strategically position CFTC’s work with institutional funders (including federal, provincial and local governments, and other crown agencies), and private funders such as corporations and foundations.

For this role, we are proactively looking for candidates with lived experience in an Indigenous community and, or direct experience working with Indigenous communities. The Sr Development Officer, IPP will work under the guidance of the Director, Indigenous Programs & Partnerships to:

  • Assist in the development of a resource mobilization and business development strategy specific to Canadian programming,
  • Establish and maintain relationships with key funders and partners,
  • Support program development in line with Indigenous partners and organizational priorities,
  • Write concept notes and proposals,
  • In collaboration with the CFTC Development team, support internal capacity and systems for new business development,
  • Assist in the identification of relevant policy and advocacy initiatives in relation to Indigenous programs.

The Sr Development Officer, IPP will have strong proposal identification, development, and writing skills. The ability to facilitate, coordinate, multi-task, work within tight timelines, and prioritize inclusion are essential. 

In collaboration with the Development and Communications team, this role will support broader donor and supporter engagement, including collaboratively establishing policy positions on key Indigenous program areas. The Sr Development Officer, IPP role will keep up to date on Indigenous policy development and provide relevant updates to peers, senior leaders, and partners.

Responsibilities / Accountabilities

Business Development (60%)

  1. Ensure alignment of business development activities to community/partner priorities and overall organizational vision, mission, and theory of change.
  2. Foster strong relationships and effective communication with key stakeholders, including community members, partners, and donors, to ensure a shared understanding of business development activities and objectives.
  3. In collaboration with the Indigenous Partnerships & Programs Director, Leadership Giving Team, M&E/Gender Advisor, and CFTC Partners, lead the coordination of the development and successful submission of high-quality project proposals, concept papers and other strategy and planning documents for business development.
  4. Ensure the implementation of comprehensive work-back schedules for submissions and foster clear understanding among internal and external stakeholders regarding their roles and responsibilities in the submission process.
  5. Conduct secondary research on topics and backgrounds required for relevant projects, issues and partner organizations to support business development activities.
  6. Ensure the application of Results Based Management principles and tools in program design.
  7. In collaboration with the Indigenous Program and Partnerships Director and Finance team, develop complete and detailed budgets that align with proposal objectives.
  8. Liaise with the CFTC Development team on match funds or complementary business development activities that could support institutional funding.
  9. Maintain an institutional funding proposal pipeline for Canada CO, provide information, documentation and support for management to determine the viability of specific funding or program design opportunities.
  10. Work closely with partner staff to ensure ownership of designs and quality of data for proposal development.
  11. Regularly assess and analyze market trends, funding landscapes, and donor priorities to identify emerging opportunities and adapt business development strategies accordingly.
  12. Regularly report on the progress, outcomes, and challenges of business development activities to senior management and relevant stakeholders, providing transparent and accurate information for decision-making and accountability.
  13. Work closely with the Leadership Giving Team in writing and gathering content and data for institutional and private-sector funding opportunities.
  14. Participate as appropriate in relevant networks, alliances and working groups with like-minded organizations and agencies.
  15. Travel to partner communities in Canada, as required (2-4 weeks annually).

Program Communications (30%)

  1. Monitor and stay up to date on CFTC partner/program information via various sources. 
  2. Support the organization in sharing successes and program learnings with funders, donors, partners, and peers.
  3. Support the Development Department in gathering peer data and stewardship reporting for private-sector donors.
  4. Participate in cross-functional teams to contribute to communications plans within organization-level projects.

Policy & Advocacy Analysis (10%) 

  1. Collaborate with partners to develop impactful advocacy and policy initiatives, leveraging the information gathered from partner  expertise and experiences.
  2. Assist in conducting policy research, analyzing policy developments relevant to programs and projects, and actively participate in strategy development processes.
  3. Monitor and track policy changes, trends, and advancements related to CFTC programs, projects, and advocacy goals, ensuring up-to-date knowledge and informed decision-making.
  4. Engage in policy dialogue as assigned and represent CFTC in relevant forums, meetings, and events, advocating for the organization’s positions and promoting its mission and initiatives.
  5. Other duties as assigned.

Requirements

  1. College Diploma or bachelor’s degree in a relevant field such as international development, public policy, political science, or a related discipline is required.
  2. Proven experience in business development (2-4 years), with a focus on developing and implementing successful strategies to generate new opportunities, partnerships, and funding streams.
  3. Relevant experience in proposal development (approximately 2-4 years) with Indigenous Nations and communities in Canada, preferably in food security and food sovereignty.
  4. Understanding of funder proposal requirements (federal, provincial and local governments in Canada).
  5. Proven track record in developing winning concept notes and project proposals.
  6. Highly skilled in program design, including development of log frames, results frameworks, and budgeting.
  7. Strong understanding of the principles and practices of business development in the context of nonprofit organizations and Indigenous programming
  8. Proven ability to work in a relational way with Indigenous Nations and communities and understand the importance of community-led development.  Ability to speak an Indigenous language is an asset.
  9. Strong and proactive problem-solving skills, able to identify challenges or bottlenecks and proactively propose potential solutions to improve how the organization functions.
  10. Strong coordination, problem solving, organizing, planning and project management skills
  11. Strong written and verbal communication skills.
  12. Experience with digital tools, including an ability to work with Microsoft Office 365, including the ability to prepare and complete basic financial reports and budgets/reports in Excel.
  13. When approved and permitted, be able to travel to partnering organizations across Canada,
  14. Excellent interpersonal skills with the ability to work across the whole organization and with multiple departments and provide a high level of service to internal and external stakeholders.
  15. Ready to work additional and flexible hours (with in lieu arrangements where applicable) when required along with travel to other CFTC locations.
  16. Desire to make a difference while having fun in the process.
