This project assists Ukraine’s national and sub-national governments to develop and implement transitional and long-term governance and economic reforms in a more inclusive and transparent way, meeting the needs of Ukrainian citizens. It shares Canadian and international expertise in these areas with Ukrainian officials and citizens through a permanent team of advisors as well as the mobilization of other experts as needed. Activities include: (1) assisting Ukrainian officials and stakeholders to develop and implement transparency and anti-corruption policies and programming; (2) coaching officials at the national and sub-national level to plan, coordinate and implement reform plans in priority sectors; (3) training officials to create and manage tools and processes to sustain change management; and (4) coaching representatives from governments and civil society organizations to promote citizens’ participation in public decision making to ensure transparent public services delivery.

Return to topThe expected intermediate outcomes for this project include: (1) enhanced capacities of national level institutions in selected sectors to manage economic and governance reforms in a more inclusive, effective and transparent way; and (2) enhanced capacities of local institutions to manage service delivery to citizens in selected sectors in a more inclusive, effective and transparent way.
Results achieved as of 31 March 2019 include: The Project has deployed 260 specialists to various Ministries in the Government of Ukraine over the last five years, helping bring about significant reforms in Ukraine, including: (1) Enhanced competencies of 10 reform offices on reform planning, legislation review, implementation, risk management and monitoring; (2) Increased capacity of the Secretariat to the Cabinet Ministers of Ukraine Reform Office in piloting strategic planning in eight ministries, with results-based management principles, and citizen impact and gender-equality considerations; (3) Utility subsidies made more accessible for 8 million Ukrainians; (4) Establishment of a probation system as a successful alternative to imprisonment for 50,000 citizens annually, including youth, therefore increasing public confidence in the penitentiary reform; (5) Increased access to health services for over 20 million patients, and increased financial transparency and effectiveness of the health system, through the implementation of e-Health system; (6) Increased tax refunds to legitimate business by billions of hryvnias (Ukrainian currency) annually and enhancing business environment’s efficiency, through the implementation of a one window e-value added taxation system; (7) Reduced customs clearance time for goods by from 26 hours to 6 hours and contributing to Ukraine’s improvement in Doing Business, through the implementation a single window e-customs inspection and payment system; and (8) Establishment of the Export Promotion Office as a state institution, including a She Exports platform and program servicing over 1,100 female employees of exporting companies and female entrepreneurs in export education, networking, branding and marketing.
