1. Summary
The Canadian Partnership for Women and Children’s Health (CanWaCH) is currently seeking a consultant to undertake data management using the CanWaCH’s Project Explorer database over a 12-month period. One of CanWaCH’s flagship initiatives, the Project Explorer is an open access platform that captures the most robust set of data on a wide range of development, humanitarian, human rights and gender equality projects across Canada and the world. It provides a wide range of data that organizations can leverage to identify opportunities and tailor funding strategies that align with their priorities.
CanWaCH catalyzes Canadian collaboration to deepen effectiveness in improving women’s and children’s health in communities around the world. Our 100+ member organizations are instrumental in reducing maternal and child mortality, promoting accountability to women, adolescents, and children for the improvement of their health and rights, seeking innovation, generating research, and supporting monitoring, evaluation, and learning.
2. Project Description and Scope
The consultant will undertake the following tasks:
The ideal consultant would be available to allocate approximately 20 hours per month to this contract, with some flexibility during peak periods. Quotations may be submitted based on a retainer for a certain number of hours per given period (quarterly is preferred but other options will be considered), or per task.
3. Contract Timeline
The proposed contract is for a 12-month period. However, a shorter contract period can be negotiated pending agreement from both parties.
4. Budget
All quotations must include proposed costs to complete the tasks described in the project description and scope.
CanWaCH will provide translation of project data where relevant (English/French), and will cover all costs associated with necessary technological upgrades to the Project Explorer database in order to ensure functionality.
This is a fully remote contract opportunity. The consultant will be expected to provide their own working computer to complete all tasks, which includes a current license of Microsoft Excel. If required, CanWaCH will cover the cost of MS Office Suite for the consultant for the duration of the contract – please include this cost in the submitted quotation if necessary. No additional software or hardware is required for the position.
All costs and fees must be clearly described in each quotation. If the consultant submitting a quotation must outsource or contract any work to meet the requirements contained herein, this must be clearly stated in the quotation. Additionally, all costs included in the quotation must be all-inclusive to include any outsourced or contracted work. Any quotations that call for outsourcing or contracting work must include a name and description of the organizations being contracted. The quotation must include all applicable taxes.
5. Bidder Qualifications
The successful Bidder should possess expertise in data entry and information management, and be highly skilled in working with Microsoft excel and csv files.
While French language skills are not required, the consultant must be able to match translated data onto the relevant pages. As such, sufficient familiarity with French to be able to ensure accurate placement of the data would be considered an asset.
6. Quotation Evaluation Criteria
CanWaCH will evaluate all quotations based on the following criteria:
Through our work and our procurement processes, we value and prioritize where possible creating inclusive spaces and engaging with diverse voices and perspectives. We encourage organizations and businesses led by women (in all their diversity), Indigenous peoples, persons with disabilities, members of racialized groups and the 2SLGBTIA+ community among others to submit quotes. Although not required, bidders may choose to self-identify in their proposal.
7. Terms
The Consultant shall remain at all times an independent contractor and not an employee or dependent contractor of CanWaCH. The project shall not be construed to create any association, partnership, joint venture, agency, fiduciary or employment relationship between the Consultant and CanWaCH.
The Consultant and their Personnel shall not be eligible to participate in any benefit or compensation plans offered by CanWaCH to their employees, including, without limitation, any payments under any employment standards legislation. The Consultant is responsible for withholding or remitting any income, payroll, or other federal or provincial taxes, including employment insurance remittances, Canada Pension Plan contributions, or employer health tax or worker’s compensation insurance premiums for the Consultant and their Personnel. The Consultant shall be fully responsible for their own Personnel.
The Consultant shall provide their Services to CanWaCH on a non-exclusive basis, and shall be free to provide their services to third parties during the time they work with CanWaCH.
All responses to this RFQ are requested no later than 11:59 PM EDT on Monday, January 13, 2025.
Upon notification, the contract negotiations with the winning bidder will begin immediately. We anticipate that contract negotiations will be completed no later than Friday, January 31, 2025. Unsuccessful bidders will be notified after this date.
