ROLE AND RESPONSIBILITIES:
Reporting to CanWaCH’s Director, Global Health Impact, the Manager, Data, Analysis, and Learning (MDAL) is responsible for overseeing the continued development and expansion of CanWaCH’s flagship data platform, the Project Explorer. In addition, the MDAL will spearhead the design and development of CanWaCH’s new Data Exchange initiative, a feminist, rights-based strategy that supports learning and data-sharing. As part of this work, the MDAL will conduct investigative analysis using Project Explorer and other data sources, build relationships with data-focused organizations, help to strengthen the capacity and commitment of development actors to transparent data sharing, and build on CanWaCH’s reputation as a leader in this space. This is a position for a highly experienced and independent project manager, who can articulate and realize a vision for new and innovative data and learning opportunities in the health and development sector. Specifically, the MDAL will:
- Project Explorer platform management (approx. 35%)
- Responsible for all operational aspects the Project Explorer.
- Proactively identify platform improvements to ensure platform stability and optimal user experience in both official languages, and liaise with technical contractors to continually maintain and update platform technical features.
- With the support of the Senior Data Management Officer, audit data for completeness and quality and coordinate a vision for outreach processes to ensure robust data collection and entry processes, particularly for Canada’s health and rights programming.
- Develop and continually refine methodological notes and standard operating procedures for data collection and analysis.
- Learning and knowledge mobilization (approx. 35%)
- Research and develop new and interactive features to promote project-based peer-to-peer and collective learning and uptake of data to drive decision-making
- Identify and establish relationships with prospective partners and collaborators to strengthen this initiative.
- Leverage CanWaCH’s existing tools and resources, such as the Analytics Portal, to enhance this initiative.
- Data analysis and reporting (approx. 20%)
- Conduct analyses of existing data sets contained within the Project Explorer on topics of interest and relevance.
- Assist with the writing of technical reports, guidance notes, briefing notes, and other publications as required. This may require collaborating with technical specialist consultants where required.
- Stakeholder engagement (approx. 10%)
- Support knowledge dissemination and capacity strengthening activities for the sector related to global health and rights data.
- Serve as administrative lead for the CanWaCH Metrics Working Group, and other ad hoc consultation groups as required.
- With support from colleagues, assist with outreach and relationship building with bilateral, multilateral, and domestic data stakeholders.
- Engage actively in relevant global fora and networks to represent CanWaCH’s data work (for example: International Aid Transparency Initiative [IATI] Working Group).
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Commitment to CanWaCH’s values, vision and mission
- Self-reflection and ability to navigate differences in opinion and difficult conversations
- Demonstrated sense of humour
- Superior communication skills (particularly written skills) in English.
- Excellent email management and time management skills.
- Strong critical thinking and reading skills.
- Graduate-level degree from a recognized university in a relevant discipline or commensurate experience. Training in data analysis preferred.
- 7+ years total project management experience with progressive responsibility including data management, development of data repository systems, monitoring and evaluation, program management, etc.
- Experience gained in a relevant sector (international development, global health, etc.).
- Experience designing and implementing training, capacity-strengthening, or learning programs. Experience using digital platforms in this context strongly preferred.
- Advanced Excel skills. Comfortable learning/using digital webforms to enter, clean, and manage data. Experience using various quantitative data analysis software desirable.
- Experience performing in-depth analyses of a range of extremely complex problems requiring evaluation of multiple intangible variables and alternative solutions. Experiencing producing reports or publications desirable.
- Experience supervising and managing staff and consultants in order to achieve project deliverables.
DESIRED SKILLS:
- Experience or training in a relevant area of CanWaCH’s work, including global health and rights, gender equality, data and technology, international development, etc. both within and outside of Canada.
- Fluency in French.
- Knowledge of the Canadian international development and cooperation landscape, key stakeholders, and organizations.
- Knowledge of data visualization tools and software (ex. Tableau).
- Familiarity with IATI standards
Skills testing will be required as part of the interview process.
